HomeMy WebLinkAbout20200340 Ver 1_Cowans_Ford_SHPO_20200224_20200304 hdrinc.com 440 S Church Street, Suites 900 & 1000, Charlotte, NC 28202-2075 (704) 338-6700 February 24, 2020 Ms. Renee Gledhill-Earley North Carolina State Historic Preservation Office State Historic Preservation Officer 4617 Mail Service Center Raleigh, NC 27699-4617 Subject: Cowans Ford Floating Bulkhead Ramp and Storage Project Lincoln County, North Carolina Dear Ms. Gledhill-Earley: HDR, on behalf of our client Duke Energy Carolinas, LLC (Duke Energy), requests review and comments regarding potential issues with respect to archaeological and/or historic resources associated with construction activities for the proposed Cowans Ford Floating Bulkhead Ramp and Storage Project (Project) located in Lincoln County, North Carolina (Figure 1 and Figure 2). Project activities will likely result in minimal impacts to jurisdictional surface waters and will require submittal of a Clean Water Act Section 404/401 Nationwide Permit. Duke Energy proposes to install a storage area and launch ramp for a floating bulkhead, as well as an associated access road. Project activities will be carried out using conventional construction methods and all impacts will be permanent in nature. No stream or wetland impacts are anticipated; however, open water impacts will result from the installation of a concrete launch ramp into Lake Norman. Land use in the vicinity of the proposed Project consists of residential, power generation, and open water/recreational uses. HDR reviewed the National Park Service National Register of Historic Places (NRHP) GIS Public Dataset and the N.C. Historic Preservation Office (NCHPO) HPOWEB GIS Web Service (http://gis.ncdcr.gov/hpoweb/). The review indicated that there are no known cultural resources, historic structures, or historic districts located within the Project Area (Figure 3 and 4). Archaeological data are not included in the NCHPO GIS services; therefore, this information was not assessed as part of this study.
