PROJECT SUMMARY:
The applicant proposes to replace and expand an existing boat ramp, add a lower platform
to an existing pier and construct two new groins on either side of the boat ramp on Newbegun
Creek.
Project Setting
The property proposed for development is located at 0 Haley Point Road in Elizabeth City and
consists of 0.76 acres adjacent to Newbegun Creek. The property contains a community boat
ramp, driveway, parking area, and pier. The property to the north is a residential property and
the property to the south is an undeveloped private lot.
Vegetation on the site includes, but is not limited to, indigenous yard grass, Cyprus (Taxodium
sp.), Saltmeadow cordgrass (Spartina patens), Needlerush (Juncus sp.), and Carex sp. Soil
types include Yeopim Silt Loam (YeA). The property has an elevation of approximately 2 feet
above Normal Water Level (NWL) along the shoreline.
The shoreline is +/- 59 feet in length and has been hardened with a narrow riprap revetment.
The property also contains an existing 10 foot by 40 foot hog slat boat ramp and 195 foot pier
with six finger piers creating 10 slips. The water classification for this site is Tidal Salt Water
(SC). The water depths range from 2.5 feet near the terminus of the ramp to 3.2 feet near the
first finger pier.
Development Proposal
The applicant proposes to replace the existing 10 foot by 40 foot boat ramp with a new
concrete12 foot by 41 foot boat ramp and construct two 20 foot groins one on either side of the
new ramp. The old boat ramp will be removed using a cofferdam while work is being
performed. The applicant also proposes to add a 20 foot by 3 foot lower platform on the east
side below the southernmost finger pier on the existing 195 foot pier. The water depth in the
area where the platform is proposed is approximately 3 feet.
Anticipated Impacts
The proposed development will result in the shading of an additional 90 square feet and 292
square feet of fill within the Estuarine Waters and Public Trust Areas of Environmental
Concern. The proposed development will also result in the filling of an additional 240 square
feet of Estuarine Shoreline Area of Environmental Concern. Of the 492 square feet of fill
associated with the boat ramp expansion only 92 square feet is new fill.

Narrative
DCM'EC Harvest Pointe HOA Launch and Pier Upgrade
The proposed permit details two upgrades to the launch and pier in the Harvest Pointe Homeowners
Association (HOA) (Attachment 1), which is located at the southern confluence of Newbegun Creek and
the Pasquotank River in Pasquotank County. The site within the HOA for the proposed upgrades is the
Haley Point Commons (Attachment 2). The two upgrades are the boat launch/ramp and a step-up/step-
down access deck. The existing pier and launch/ramp (-20 years of age) are shown in the GIS image
(Attachment 3) and photograph (Attachment 4). Each of the two upgrades is discussed below.
Attachment 5 is a scaled diagram of the exiting pier and launch area showing the upgrade location for
the step-up/step down deck and the dimensions of the area. A "to scale" diagram of the area is also
presented in Attachment 11, which is provided by the CAMA office.
Launch area. The existing launch/ramp (pig grading) is deteriorating. Beyond the deterioration, the
launch/ramp needs to be widened to allow for less risk/more safety in boat launching and retrieval. The
proposed upgrade is the construction of a concrete launch in the same location. The new launch will be
12 feet in width (existing launch is 10 feet), and construction will be done via a cofferdam bordered by
groins of each side. The project has been discussed with four potential contractors. The attached
construction diagram (to scale) illustrates the proposed upgrade (Attachments 5). A cross sectional
schematic of the existing and proposed launch is shown in Attachment 9.
Step-up/Step-down Deck. The purpose of this upgrade is one of safety: allowing individuals to access
the pier from a boat and vice versa with minimal risk. This problem is due to the height of the existing
pier which exceeds that of the normal water level (NWL) by 3 feet. The proposed step-up/step-down
deck will provide an intermediate deck surface. The proposed construction shows its location off the
existing pier (Attachment 6). A lateral view of the construction shows the decking (3.0' x 30') supported
by angled braces tied into the existing pilings. All construction boards will be pressure treated for
marine applications.
Ownership Documentation. The ownership documentation (Attachment 10) is from the Pasquotank
County GIS data base and shows the "Tax Card" for the Haley Point Common area within the Harvest
Pointe HOA.
