January thru December, 2008 MAR - 9 2009 DENSEdo QUALITY POI T'S UU ORNIC MAR 1 2 2009 Preface WATER QUP.I_ITY SEOTIO • ASHEVILLF R ON'AL OFFICNE On July 20 1999,the North Carolina.General.Assembly ratified House Bill 1160,the Clean - Water Act of 1999,which place significant new reporting requirements on those entities that own or operate wastewater treatment and collection systems. Specific items included: 1. A Spill Response Plan 2. Sewer Collection System Operation &Maintenance Plan 3. Annual Performance Report These new requirements became effective October 1, 1999. This report is designed to meet the minimum requirements for the Annual Performance Report established by the North Carolina Department of Environment and Natural Resources (DEHNR) as set forth in their guidance document dated October 19, 1999. This law was established to provide a mechanism for public oversight(and hopefully, to instill public confidence)in owners and operators of wastewater treatment systems and in their efforts to protect the waters of the state. I. General Information Facility/System Name: Royal Oaks WWTP AKA: Springdale WWTP • P—ood County Responsible Entity: Royal Oaks, Inc. Person(s) in Charge/Contact: Steven Tingle,Vice President Gifford Raulerson—Operator-in Responsible Charge (ORC) Henry Dyar, Project Manager- Goldie &Associates Applicable Permits: NPDES #NC0040355 Description of Treatment Process, Collection System, and Facilities Served: Treatment Process—The treatment facility is a typical "Extended Aeration"process capable of treating .050 million gallons per day (MGD). System components consist of two (2) .0075 MGD package plants, a.010 MGD package plant, and a.025 MGD package plant • connected in parallel with tablet type chlorination followed by dechlorination and a flow meter. The treated effluent is discharged into East Fork Pigeon River classified as Class WS-III-Trout Waters stream in the French Broad River Basin. Collection System-The collection system is a standard design consisting of 8=inch diameter pipe and standard pre-cast manholes. The system was designed to meet all state standards for wastewater collection systems. Facilities Served-The service area is limited to certain residential areas: II. WWTP Performance All operating parameters were in compliance with NPDES permit limits for 2008. We take pride in our efforts to protect the local environment and the quality of waters in our streams. III. Collection System Performance The collection system experienced no significant problems for the reporting period. • IV.
