Anchor QEA of North Carolina, PLLC, on behalf of Clement Pappas NC, LLC (Clement Pappas), is
presenting this application for renewal of the wastewater system irrigation permit, WQ0004797,
issued through the North Carolina Department Environmental Quality (DEQ). This letter provides
background, a brief description of the requested permitting action and lists all items and
attachments included in the application package.
Background
The current spray irrigation system has been expanded over time to meet increased demand from
the manufacturing facility. Since the system initially commenced operation, plans, specifications,
operation and maintenance manuals, permit applications, and permits have been prepared and/or
issued. The following is a chronological history of the primary permitting and operational events for
the Clement Pappas system:
Autumn 1978 — Soil Systems, Inc., prepares the Land Application System Analysis and Design
report for Seneca Lincoln Foods, Inc.
• November 14, 1978 — The State of North Carolina Environmental Management Commission
issues permit number 5063.
• April 16, 1979 — Brummett and Waddell, Inc., a construction contractor, begins construction
of the spray irrigation system.
• September 29, 1979 — Brummett and Waddell, Inc., completes construction of the spray
irrigation system and commences system operation.
• Autumn 1979 — Soil Systems, Inc. prepares an Operation and Maintenance Manual for
Seneca Lincoln Foods, Inc.

• February 27, 1987 — Earth Systems Associates, Ltd. prepares an Operation and Maintenance
Manual for Seneca Foods Corporation Southern Division.
• March 2001 — Agri -Waste Technology, Inc., submits a Non -Discharge Permit Application to
DEQ on behalf of Northland Cranberries, Inc., for the expansion of the spray irrigation system.
• October 23, 2001 — The DEQ issues permit WQ0004797 to Northland Cranberries, Inc. in
response to the permit application.
• 2001 — Hobson Construction installs the expanded spray irrigation system in accordance with
Irrigation Specifications prepared by Agri -Waste Technology, Inc.
• July 23, 2002 — The DEQ issues permit WQ0004797 due to a name change from Northland
Cranberries, Inc. to Clement Pappas NC, Inc.
• August 25, 2006 — A permit renewal application with modifications is submitted to the DEQ.
The 2006 permit includes the addition of a second irrigation pump, flow meter, and 1.75-
million-gallon aboveground wastewater storage tank.
• December 29, 2006 — The DEQ reissues permit WQ0004797 to Clement Pappas NC, Inc.
• September 23, 2009 — The City of Hendersonville received an application for an industrial
wastewater discharge permit.
• February 24, 2010 The City of Hendersonville issues a nonrenewable industrial wastewater
discharge permit (Permit # NSU-10) to Clement Pappas NC, Inc.
• August 13, 2012 — The DEQ received a permit renewal application with minor modifications.
• October 12, 2012 — The DEQ reissues permit WQ0004797 to Clement Pappas NC, Inc. with
modifications. The permit included the existing spray irrigation and disposal facility and the
addition of a second irrigation pump, flow meter, and 1.75-million-gallon aboveground
wastewater storage tank.
• May 29, 2015 — A permit renewal application was submitted to the DEQ. The 2015 permit
application included the replacement of four aerators in the wastewater lagoon, keeping three
25-hp Airmaster Turbo X-Tremes aerators, and changing of the permitted flow rate to 185,000
gallons per day. This request was made to provide maintenance to the existing system as well
as include additional permitted flow.
• September 3, 2015 — The DEQ reissues permit WQ0004797 to Clement Pappas NC, Inc. with
modifications. The permit modifications include increasing the non -discharge permitted flow
83,000 to 99,900 gallons per day (GPD), increasing the wastewater treatment plant capacity to
164,000 GPD (adjusted and corrected in letter dated September 17, 2015), removal of a
1,75-million-gallon (MG) lagoon from the permit since it was not constructed, and addition of
four new aerators.

The current system permit (WQ0004797) grants permission to Clement Pappas for the continued
operation of a wastewater treatment and irrigation facility consisting of:
• A separation basin
• A 300-gallon-per-minute (gpm) pump station
• Approximately 2,200 linear feet of 6-inch force main
• A 2.5-MG aerated lagoon
• Two 475-gpm spray irrigation pumps
• Spray irrigation fields and all associated piping, valves, controls, spray heads, and
appurtenances
Discharge requirements are as follows:
• Irrigation shall not be performed during inclement weather or when the ground will produce
runoff.
• Application rate shall not exceed a cumulative loading of 52 inches over 12 months.
• The instantaneous application rate shall not exceed 0.20 inches per hour.
• The freeboard in the lagoon shall not be less than 2 feet at any time.
• The groundwater in the application fields must be greater than 3 feet below the ground
surface.
Industrial Process Description
Clement Pappas is a fruit juice bottling facility. The facility receives juice concentrate in various
containers and then performs the following processes: blending, pasteurizing, bottling, canning,
packing, warehousing, and shipping. There are employees present in the facility 24 hours per day
every day of the year. As requested in the renewal permit application, a list of materials, including
chemicals and biological matter used in the manufacturing and cleaning processes, is provided
below.

against the Division of `NIater Resources should a condition of this permit be violated. I also understand that if all required parts of this
application are not completed, this application may be returned to me as incomplete. I further certify that the Applicant or any parent,
subsidiary, or other affiliate of the Applicant has not been convicted of an environmental crime, has not abandoned a wastewater facility
without proper closure, does not have an outstanding civil penalty where all appeals have been exhausted or abandoned, are compliant
with any active compliance schedule, and does not have any overdue annual fees.
