Please be advised that ongoing remedial action is being taken to correct the deficiencies in the
collection system resulting in the referenced NOV received February 5, 2020.
Spill manhole MHB46, sub -basin `B', Iocated at P St. and Starke Dr. is a shallow 4'- 2" deep
manhole with limited hydraulic grade line in the 8" diameter sewer reach. The sewer line
downstream of MHB46 was cleaned following the spill occurring on December 14, 2019
(Incident ff 201901897 attached). Some debris was removed, which may have been contributing,
but this chronic spill site arises from high inflows into the Belmont Pump Station system located
upstream in sub -basin `A'.
Most recently under State Project Number CS370449-07, RRSD accomplished the rehabilitation
of approximately 2,500 linear feet of 8-inch sewer line including full depth epoxy manhole lining
systems within sub -basin `A' to mitigate excess Inflow & Infiltration (I&I). The project was
designed using two months of meter/monitoring data to efficiently rehab the sewer mains. Other
remedial actions by RRSD include adoption of its Fats, Oils, and Grease Control Ordinance in
2005 followed by creating a position for and hiring its first Grease Control Program Manager;
multiple instances of TV and clean, smoke testing and seal coating manholes; 2006 L-1, Inc.
contracted to correct known deficiencies in the Belmont Pump Station collection system by
making point repairs, pipe bursting, slip lining existing pipe, remove and replace existing pipe
with a larger diameter pipe to increase capacity and seal manholes; 2007 installation of a full
load onsite Generator with Automatic Transfer Switch to insure a reliable source of power at the
Belmont Pump Station (Note: The Belmont Pump Station has been equipped with updated radio
transmitted SCADA for continuous monitoring of wet well levels, pump run status and intrusion
by the Water Treatment Plant Operator.); and pump station and force main replacement.
Next steps include additional/follow-up monitoring and metering for storm water inflow, smoke
testing, dye testing and identification and management of residential sump pumps if discovered.
RRSD is also evaluating the feasibility of relocating the pump station discharge to an alternate
basin and opportunities for employment of an equalization tank for non -peak effluent release.

If an SSO is ongoing, please notify the appropriate Regional Office on a daily basis until SSO can be stopped.
Per G.S. 143-215.1C(b), the responsible party of a discharge of 1,000 or more of untreated wastewater to surface waters
shall issue a press release within 24-hours of first knowledge to all print and electronic news media providing general
coverage in the county where the discharge occurred. When 15,000 gallons or more of untreated wastewater enters surface
waters, a public notice shall be published within 10 days and proof of publication shall be provided to the Division within 30
days. Refer to the reference statute for further detail.
The Director Division of Water Resources may take enforcement action for SSOs that are required to be re orted to
Division unless it is demonstrated that:
1) the discharge was cause by sever natural conditions and there were no feasible alternative to the discharge; or
2) the discharge was exceptional, unintentional, temporary and caused by factors beyond the reasonable control of the
Permittee and/or owner, and the discharge could not have been prevented by the exercise of reasonable control.
Part II must be completed to provide a justification claim for either of the above situations. This information will be the basis

Had to wait for the rain to stop. Once the rain stooped we cleaned the area in the roadway off.

WASTEWATER SPILL IN HALIFAX COUNTY
Senate Bill 729, effective September 20th, 2014, modifies G.S. 143.215.1C by requiring issuance of a press release within
24 hours (originally 48 hours) after the owner or operator has determined a discharge of 1,000 gallons or more of untreated
wastewater to surface waters of the State.
In accordance with the regulation, the following news release has been prepared and issued to media in the affected county
(ies):
On December 140' 2019 Roanoke Rapids Sanilmy District had a total wastewater spill of an estimated 2,100
gallons from the wastewater collection system fi•oni Manhole 46B, sub -basin 'B', located at W 3rd St and Starke
Dr. The spill began at 1:30 a.m. and ended at 8:30 an?. The spill began on the 14'h and ended on the 14th; the
lime duration is estimated. Untreated wastewater diluted by heavy, sustained rain spilled into the waters of the
slate tributary to the Roanoke River in the Roanoke River Basin when inflow into the sewer systenn from the runoff
of 2 — 114 inches of rain exceeded the carrying capacity of the pipes. Preparation is being made for all krnown
repairs necessary to reduce the source of inflow to return the pipe system to service and minimize further
discharge.
The Division of Water Resources was notified of the event on December 1 b'h, 2019 and is revieiving the matter.

The self -reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by Roanoke Rapids Sanitary District
indicates violations of permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1.
Violations include failing to effectively manage, maintain, and operate the subject collection system so that there is
no SSO to the land or surface waters and making an outlet to waters of the State for purposes of G.S.
143-215.1(a)(1), for which a permit is required.
