This letter informed you that the project was incomplete and was being placed on hold until the additional information outlined in the letter was supplied. To date, we have not received this additional information. Unless we hear from you in writing within 3 weeks of the receipt of this letter, we will consider that you no longer want to pursue this project and we will retire the file and consider the application as withdrawn. Please be aware that reapplication for this project will require a Certification fee and new applications. The following information is requested; 1. The site drawing does not clearly show the proposed impact area for the driveway crossings. You should submit a drawing clearly marking the area of wetland fill proposed. 2. The application refers to a Nationwide 26 permit being issued on the subject property, therefore, this impact needs to be shown on the site map in order to evaluate the site for cumulative impacts. 3. According to the local County Soil Survey map an intermittent stream runs through the property making the project subject to the Tar Pamlico Buffer Rules. The Buffer Rules require a fifty-foot buffer along all intermittent and perennial streams. If you feel that this feature is mapped in error and should not be subject to the rule, you need to contact the Regional Office and have staff review the drainage for applicability. 4. Justification needs to be received for the necessity of three crossings and the size of these crossings. The 50' by 70' crossings appear quite large for access and need to be justified. It wasn't the one that I was thinking about, but it appears that the applicant received approval for the use of NW26 for this project from the Corps, but is requesting NW14 from us. If we issue a certification for NW14 then it won't be good until they receive an approval for NW14 from the Corps. He either needs to reapply to the Corps for NW14 (if he hasn't already done so) or we need to issue a certification for the use of NW26. The application does not have adequate information concerning the location of the fill. The soils maps also show a stream running through the property but does not include this on the site map.
