SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW ❑ There are no National Register -listed or Study Listed properties within the project's area of potential effects. ❑ There are no properties less than fifty years old which are considered to meet Criteria Consideration G within the project's area of potential effects. ❑ There are no properties within the project's area of potential effects. ❑ There are properties over fifty years old within the area of potential effects, but they do not meet the criteria for listing on the National Register. X There are no historic properties present or affected by this project. (Attach any notes or documents as needed.) DESCRIPTION OF REVIEWACTIVITIES, RESULTS, AND CONCLUSIONS: HPOWeb reviewed on 15 September 2015/6 October 2015 and yielded one SS and no NR, DE, SL, or LD properties in the Area of Potential Effects (APE). The APE extends 200 feet to either side of the SR 1309 (Bloomery Road) and SR 1382 (Packhouse Road) centerlines and 500 feet beyond the project termini and along all Y-lines to encompass all proposed construction activities as currently defined. Wilson County current GIS mapping, aerial photography, and tax information revealed an APE of some woodland and cultivated fields, as well as mostly residential parcels and several for schools and churches (viewed 15 September 2015/6 October 2015). Many of the resources date from the mid -twentieth to early -twenty-first centuries and an additional number to the early decades of the twentieth century, including the previously recorded White House (WL1655). The presence of multiple properties containing resources pre -dating 1965 indicated a need for field investigation and possible additional evaluation for National Register (NR) eligibility. In February 2016 architectural survey of the APE recorded twenty-eight individual resources, of which two warranted further investigation. The resultant technical report (October 2016) recommended the Redmond H. White House (WL2113) as not eligible and the White House Historic Architecture and Landscapes NO HISTORIC PROPERTIES PRESENT OR AFFECTED form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. Page 1 of 2 (WL1655) as eligible for the NR. Additional discussion with the NC State Historic Preservation Office (HPO) revised the eligibility finding for the White House. HPO and NCDOT have agreed that both resources have suffered a loss of historical integrity incompatible with NR eligibility, the Redmond H. White house through cessation of use and material change/deterioration and the White House through extensive alteration. Both are also surpassed in significance by more intact examples located elsewhere in the county. No additional resources of concern are located in the APE, so a finding of "no historic properties affected" will satisfy both Section 106 and GS 121-12(a) compliance requirements. The report presents additional documentation, in-depth architectural analysis, and National Register of Historic Places evaluations for two individual properties, the White House (WL1655) and the Redmond H. White House (WL 2113). The properties were identified as part of the February 2016 survey of historic architectural properties located within the Area of Potential Effects (APE) for the proposed widening and upgrading of SR 1309 (Bloomery Road)/SR 1382 (Packhouse Road) from US 264 Alt. to NC 58 (Nash Street) in Wilson County. We concur that the Redmond H. White House (WL 2113) is not eligible for listing in the National Register of Historic Places due to the loss of integrity, nature of the property type, and/or significance. We do not concur that the White House (WL 1655) is eligible for listing in the National Register under any criteria. This is due to the cumulative effect of the modern stuccoed perimeter foundation; loss of the engaged side porch and pantry room on the rear wing; vinyl replacement windows in the rear wing and addition; construction of the raised stone patio; removal of the partition -wall between the "strangers room" and the hall; removal of the partition wall that created the historically -enclosed stair; and the removal of all partition walls in the rear wing as well as the house's relocation to a new site. While not mentioned in the report, it appears that the window openings were enlarged in the mid -twentieth century. The exposed rafter -ends on the front elevation are unusual for a house of this period. Their presence may be indicative of a later change to the building's structural roofing system.
