4h. Explain the purpose of the proposed project:*
The primary purpose of the project is to improve mobility on both Bloomery Road and Packhouse Road and increase storage capacity and walkability along Packhouse Road.
Secondary purposes include improving motorist nobility and safety with the addition of a traffic roundabout, turning lanes and an improved shoulder. Other benefits include improving
pedestrian and bicycle safety through the installation of sidewalks on Packhouse Road and 5' wide paved shoulders for bicycles on both roads.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project proposes to extend the three -lane portion of Packhouse Road west from New Hope Elementary School to Crepe Myrtle Road. At the intersection of Packhouse Road and
Bloomery Road a roundabout would be constructed with a separate slip lane for turns from westbound Packhouse Road onto northbound Bloomery Road. On the north side of
Packhouse Road a 5' wide sidewalk would be built from N.C. 58 and the Community Christian School. Curb -and -gutter that currently ends at New Hope Elementary School would also be
extended to Community Christian School. On the south side of Packhouse Road a sidewalk would be constructed from N.C. 58 to Jamestown Drive. The remainder of Packhouse and
Bloomery Roads in the project corridor would receive a 5' wide paved shoulder and improvements to the open ditches on either side of the roadway. The project will also involve the
replacement of two culverts, both on Packhouse Road.

An PAC species list from Feb 5th lists 6 species potentially occurring within this project. For the five aquatic species on this list, a MA-NLAA conclusion
can be reached because this project consists of culvert replacements that are greater than .25 miles from an identified stream reach. For Red
Cockaded Woodpecker (RCW), they are listed as "Historic" for Wilson County and therefore detail surveys are not required for this species due to its
historic status within Wilson County. However during field surveys marginal foraging habitat was identified in the study area, but no nesting habitat was
indentified in the project area or within a mile of the project study area. Also, NHP records review indicates no documented nest sites within 1 mile of
the study project study area.
