It's so good to hear how well your son is doing. Before you know it,
he'll be taller than you are. How are you all celebrating his first
Christmas (assuming you celebrate Christmas in the first place)?
011741 (Randall Williams, Iredell County) - Property in WS-IV.
Shoreline stabilization project (keystone block seawall) and building of
dock for single family residential. As far as the WSWP Rules as
concerned it is a water dependent activity and therefore allowed.
Disturbed vegetation will need to be replaced. Catawba Rules also apply
and here it's an allowable use but, no avoidance and minimization was
given or practical alternative. Concer-ed that the keystone block will
not allow for percolation.
011491 iBiltmore Farms Inc., Buncombe City) - The project is not in
WS. However, this project is probably within the Blue Ridge Parkway
which probably carries some vie-.7shed re=ulations. I'm not sure who
enforces the viewshed regs, maybe Bunco Pla.nimg Dept.
011718 (Charles Deese/Hyco Marina, Perm County) - Hyco Lake is WS-V-
KS-Vs carry no development restrictions- So no WSaiP issues here.
011731 1UNC-Chapel Hill/Mason Farm Radioactive 'haste Disposal Site,
Durham County) - The project is within ICS-1-1 Nn'_ The project is public
and therefore allowed. If the WS buffe- is disturbed, it will need to
be replanted.

APPROVAL of 401 Water Quality Certification and Additional Conditions
Dear Mr. Deese:
You have our approval, in accordance with the attached corxdrtions, to dredge 0.3 acres of Hyco Lake, at the Hyco
Marina, 9500 Semora Road, Leasburg, in Person County, as descnbed in your application materials received by the
Division of Water Quality on November 26, 2001. After reviewing your application, we have decided that this fill is covered
by General Water Quality Certification Number 3280, which can be downloaded from our web site at
http://h2o.enr.state.nc.us/ncwetlands. This Certifkmtjon allows the use Regional Permit Number 198200030 when the US
Army Corps of Engineers (USACE) issues it. In adMon, you should get any other federal. state or local permits before you
go ahead with your project including (but not limited b) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge,
State Stormwater and Water Supply Watershed regulations. Also this approval will expire when the accompanying 404
permit expires unless otherwise specified in the G ,,wal Certification.
This approval is only valid for the purpose and design that you descrbed in your appliication. If you change your
project, you must notify us in writing, and you may be required to send us anew applcation for anew certification. If the
property is sold, the new owner must be given a coq of the Certtl'ia-ation and approval letter and is thereby responsible for
complying with all conditions. If total wetland fills to this project (now or in the future) exceed one acre, compensatory
mitigation may be required as described in 15A NCAC 2H .0506 (hJ For this approval to be valid, you must follow the
conditions listed in the attached certification and any addrtional conditions fisted below.
1. All spoil material must be placed in upland areas and properly stabilized.
2. This Certification does not allow for the drew, of any wetlarxis.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act
