PROJECT SUMMARY: The applicant proposes undertake maintenance excavation in a manmande basin, construct a bulkhead, breakwater, boatramp, docks and install tie pilings. Joel Briggs Basin off North Creek Beaufort County Project setting The project is located at the end of SR 1734 (McGowan's Road) on a manmade basin adjacent North Creek off the Pamlico River near the Town of Bath in Beaufort County, North Carolina. The applicant's property is ±23 acres and has large areas of pastures, a 2 acre duck inpoundment, a wooded area vegetated with pines, mixed hardwoods, vines and woody undergrowth, a house under construction and an existing barn. The project area is a manmade basin off North Creek bordered on the north by a large area of Coastal Wetlands primarily vegetated with Spartina cynosuroides with some s patens, and Distichlis spicata. The terminal (west) end of the basin is a high ground area vegetated with pines and upland grasses and vines. The south side of the basin is the old spoil berm from the original basin excavation and has a access dirt road with mowed upland grass, pines and a few mixed hardwoods. The spoil area is ±50' wide and transitions into a Coastal Wetland dominated by s, cynosuroides and Scirpus snn.. The east end of the spoil area transitions into Coastal Wetlands vegetated with s. patens and is that the applicant keeps mowed. A dock is present at the mouth of the basin and various deteriorated pilings are present in the basin. The current depth in the manmade basin averages -2.5' below the normal water level (NWL) and the connecting depth in the creek is -T. The basin is ±40' wide by ±1 90' long. A travel trailer is present on the existing spoil berm at the east end of the basin. The site elevation is ±5' above the mean sea level. North Creek is classified as SA-NSW by the Environmental Management Commission in the project area. The area is not a Primary Nursery Area and is not open to shell fishing. The project is within the DWQ Tar/Pamlico river basin. Project description The applicant proposes to undertake maintenance excavation in the ±40' wide by ±190' long manmade basin for a finished depth of -6below the NWL. The spoil will be placed in the existing 2 acre impoundment. Approximately 180' of bulkhead is proposed adjacent the high ground portion of the basin. The bulkhead will average 2' into the manmade basin with a maximum of ±3'. Approximately 60' of breakwater is proposed adjacent the Coastal Wetland on the south side of the basin in the mowed marsh area to protect this area from erosion. A f12' wide by f30' long boat ramp is proposed at the terminal (west) end of the manmade basin. A 15' wide by ±40' dock is proposed adjacent the new boat ramp and a ±5' by f10' platform with 3 new tie pilings are proposed to be added to the existing dock at the mouth of the basin. Seven tie pilings are proposed along the north side of the manmade basin to be used as spring line pilings in storm events. The applicant proposes to moor a maximum of 5 boats which will average out to one boat per 36' of linear footage in the basin. Joel Briggs Basin off North Creek Beaufort County Page Two Anticipated impacts The project as proposed will result in the excavation of ±7,960 ft2 of manmade basin bottom associated with the maintenance excavation. The construction of the bulkhead and boat ramp will result in the filling of ±720 ft2 of basin bottom. Approximately 250 ft2 of basin bottom will be shaded by the new dock and platform. The project as proposed will result in localized turbidity as a result of the construction activities. The construction of the 60' breakwater will help stabilize the marsh at the mouth of the basin. Sincerely, Joel Briggs Joel Briggs Boat Basin Rehabilitation Plan 655 McGowan Road Bath, NC 27808 Supplement to Form DCM-MP-1 1.0 Project Location This small boat basin is located in Beaufort County North Carolina on the southern shore of North Creek. It can be reached by taking State Highway 98 east from Bath, NC to Burbage Cross Roads, right on Kelly Road, right on McGowan Road (State Road 1734) to the end of McGowan Road. A vicinity map is provided in Figure 1. 2.0 Project History This basin was constructed in the 1940's and originally berthed three shrimp trawlers in the 40 to 60 foot class. The basin was partially dredged in the 1970's (eastern end). Usage gradually declined to a single 58 foot trawler in 2000. The property was purchased by the present owner in April of 2001 and the basin now berths a 31 foot sail boat belonging to the new owner at the one dock which is presently serviceable. A site map is provided in Figure 2 and the existing boat basin is detailed in Figure 3. 3.0 Basin Usage The planned restoration is to provide recreational use for the property owner, the owners family, and friends of the family. Winter dockage may be provided for the 58 foot trawler last birthed there as a courtesy and act of friendship to the trawler owner who is a neighbor of the new owner. No fees will be charged and there will be no commercial operations connected with this project. 4.0 Proposed Rehabilitation Plan Drawings of the existing facility and the proposed renovation are attached. Figure 3 shows the existing boat basin. Figure 4 shows the proposed boat basin rehabilitation. Figures 5 and 6 show before and after boat basin cross sections. Figure 7 shows a cross section of the proposed boat ramp. Figure 8 shows the proposed dredge area. The basic elements of the proposed rehabilitation plan are as follows: (1) Remove existing remnants of net house and old docks (no longer in service). (4) Construct private use boat ramp 12 feet wide by 30 feet long on western edge of boat basin using slotted concrete mats. (5) Install approximately 20 feet of vinyl bulkhead along west end of basin adjoining proposed boat ramp. (6) Install approximately 160 feet of vinyl bulkhead along southern edge of basin. (7) Backfill bulkhead to the level of the present service road using approximately 60 cubic yards of material trucked to the site on an as needed bases. No backfill material will be stored on site for this project. (8) Install approximately 60 feet of breakwater along mowed marsh area to the beginning of the marsh. (9) Add three new pilings to the existing dock. (10) Add a 5' by 10' platform to the northeast end of existing in-service dock. (11) Add 7 spring line pilings along north edge of the basin. (12) Dredge basin to a depth of 6 feet, depositing approximately 980 cubic yards of dredge material in existing duck impoundment located on owners property (see Figures 5 and 6 for basin cross sections). Dredging will be confined to the existing boat basin and there will be no disturbance on North Creek or of the adjoining marsh land. Dredged material will be deposited in an existing duck impoundment located on the owners property. This impoundment has raised embankments on all sides and will ensure that there is no runoff into adjacent wetlands. All work will be performed by a licensed contractor using a backhoe or excavator. Minor intermittent marsh grass along the bulkheaded areas and the northwest dock will be disturbed. No wetlands will be filled or dredged.
