Please find attached the following ASEA 04-16 application package which includes all
items named on its first four pages essentially being the application, the plan, specifications and
supporting calculations for a single duplex pump station connection to the private low pressure
system permitted to the Windy Woods Subdivision, WQ0049063. This project proposes retrofit
of a network of septic systems that serve five different buildings on two separate properties under
common ownership. The waste water flow will be intercepted from each building prior to the
existing septic tanks with the provision of individual simplex grinder ejector pump stations each
connected independently to a larger duplex pump station that constitutes the connection in
solicitation of this permit application. All pumps will be owned and operated by the property
owner, Nix Investments 2, LLC. The receiving low-pressure sewer system in the Windy Woods
subdivision is permitted to, and will be operated by, Grayson Park Development, LLC. The
property is entirely on high ground and well out of the flood plain. There are no wetlands or wells
within the vicinity. The project proposes a two-hundred and twenty feet long two-inch force main
connection to the Windy Woods low pressure sewer system being comprised of two and three
inch PVC pipes that connect to the existing Cape Fear Public Utility Authority,CFPUA gravity sewer
system on Olive Street within the Seiter Acres subdivision. The two inch force main proposed by
this permit application will discharge directly to a preconstructed two inch service connection into
the permitted low pressure sewer system. The connection will include a check and a gate valve.
This will be the demarcation of responsibilities between the two operators.

The PERCS Unit of the Division of Water Resources acknowledges receipt of a permit application and supporting
materials for the subject sewer extension project on February 5, 2020. However, per 15A NCAC 02T.0107, the
application must be complete prior to being entered for processing.
Based on the preliminary review, the application package requires the following additional information before a full
review can begin:
• Signed copies of the FTSE form 10-18, per 15A NCAC 02T.0304(b &g).
Please submit the requisite number of copies (two copies of all documents are required,the second copy may be
submitted in PDF format, on CD or thumb drive) of all documents listed above to the attention of the PERCS Unit at 1617
Mail Service Center, Raleigh, NC 27699-1617. Once the required documents have been received, we will enter the
project into our database and begin the review process. An acknowledgement of that receipt date will be e-mailed to
the contacts listed on the application. Please note that the 90-day processing period does not begin until a complete
application is received, per 15A NCAC 02T.0107(b).
Grayson Park Development, LLC submitted a check for the fee in the amount of$480 (#708, dated 1/17/2020).The
check will be held at our office until all other documentation has been submitted and ready for review.

III. Certification Statement:
I Jeff Theberge, CFPUA Eng. Mgr certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.
