Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:* The proposed project is construction of an aggregate quarry, with associated work roads and utilities, to meet increased aggregate demand in North Carolina. The project requires the construction of an entrance roadway connecting the quarry operations with Clark Road. This roadway will create access to the main business office, providing access for the employees and customers, and continue into the mining area, providing access for mining equipment and service vehicles. Based on the mining plans, the entrance is required to be located on the west side of the mine, avoiding the internal mining operations. For this purpose, the proposed roadway will require crossing of an unnamed tributary (Stream 3 on the USACE PJD), which originates near the center of the project and courses west to the western property boundary. The proposed entrance roadway will utilize a bottomless culvert, designed to be seated on subsurface rock. For this design, the subsurface rock elevation is assumed to be appro)amately the elevation of the rock stream bed. The culvert has been sized to allowfor construction without disturbance of the stream channel, providing for 11 ft of channel bankfull clearance (actual channel width = 4.9 ft), and an additional 6 feet of clearance on each side of the channel (see attached site plans). Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.* Prior to site design, the applicant requested a delineation of wetlands, streams, and riparian buffers, in order to avoid impacts where practicable. Due to the design of the mine, including the location of the office and the internal, upland mining operations, the access road is required to be situated on the western side of the project, which requires the crossing of Stream 3. Alternatively, constructing the roadway to the east would result in the access road terminating into the mining operations. The use of the bottomless culvert avoids impacts to the stream channel, and the crossing is located in an area where no wetlands are present, avoiding wetland impacts. The proposed roadway is designed to cross the stream in a relatively straight reach, perpendicular to the stream channel, minimizing the total riparian impact footage. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.* Access road construction will be performed under an approved Sediment and Erosion Control Plan, implemented through the NC Division of Energy, Mining, and Land Resources. Access to the work area will be from high ground, and construction mats will be used if necessary. Use of heavy equipment within the riparian buffer will be avoided as much as possible. Permanent impacts have been minimized to least extent necessary, and unavoidable temporary construction impacts will be restored to pre -construction contours, re -planted, and remain undisturbed post -construction. When possible, construction will be performed during dry periods to avoid heavy rain events. E.
