DANIEL SMITH Director Tony Mulcahy 4300 Oak Park Road Sanford, NC 27330 NORTH CAROLINA Environmental Quality February 28, 2020 Subject: Compliance Evaluation Inspection Wyeth Collection System Permit WQCSDO148 Lee County Dear Mr. Mulcahy, On Thursday, February 20, 2020. Zach Thomas of the Raleigh Regional Office of the Division of Water Resources conducted a compliance evaluation inspection of the collection system for the Wyeth facility. The purpose of this inspection was to ensure compliance with the subject permit. During the inspection, the presence and cooperation of Chuck Powell, EFIS Manager, Connor Jarvis, El -IS Associate, and other staff was helpful and appreciated. This compliance evaluation inspection consisted of the followine: • Review of the 15A NCAC 02T .0403 permit requirements; • Review of the owner'facility information; • Review of records; • On -site inspection of the collection system and lift station Units Findings during the inspection and file review were as follo►vs: I. The collection system consists of manholes, one high priority line, and six (6) lift stations, All wastewater is received by the City of Sanford Collection System (WQC"S00047) and is treated at the City of Sanford WWTP (NC0024147), Two sanitary sewer overflow incidents have occurred since the last inspection (2I15'2018). Correspondence for these will handled separately from this inspection report. 3. A map of the system is kept with facility staff and includes the locations of pipes, manholes, grease traps, and lift stations. All records are kept in a digital, internal system referred to as CAMS. Maintenance, inspection, and system records are compliant and are reviewed by facility staff. The system assists with operation and maintenance by sending reminders and helping with scheduling. North Carolina Department of Environmental Quality I Division of Water Resources •/ Raleigh Regional OfWe 13800 Barrett Drive I Raleigh, North Carolina 27609 4. The facility has a grease control and prevention program where an email is sent to kitchen staff every January and July reminding staff of proper grease control and to clieck and pump grease traps. Traps are typically pumped every 90 days and were last pumped on 1/3 1 i2020 by Donathan Septic Service. 5. The lift stations are monitored by a SCADA type system (Delta V) that relays to the main building automation system. The stations have redundancy for alarms to ensure that staff is notified if any issues arise (high water, etc.). All six (6) stations were inspected and the wet «ells appeared in good condition. The float alarms were operational at all stations except for Buildings 104 & 107; staff indicated they would fix the floats immediately. The lift stations are connected to permanent generators that are used around the facility with the exception of the pl-1 building 104 station. There is no connection to a generator, but the station has the ability to allow overflow,`flow to be diverted to other areas of the system if an issue occurs. Staff anticipates connecting this station to a backup generator in the near future. Please not j, this office wheit the floats have been repaired 6. There is one (1) high priority line for this system. It appeared in good condition and is checked weekly. The entire system is observed and inspected once per year. Please address the conditions outlined in number(s) 5 of this letter and notify the inspector at the contact information below within 30 days of receipt of this letter. If you have questions or comments about the inspection, this report or the requirements to take corrective action (if applicable), please contact: Zach Thomas at 919-791-4247 or via email at zacharN-.tliomas-a.ncdeiir.izoN-.
