Dear Mr. Smith,
On Thursday, February 27", 2020, Josh Brigham of the Raleigh Regional Office of the Division of Water
Resources,conducted a compliance evaluation inspection of the subject facility. The purpose of this
inspection Was to ensure compliance with the subject permit. During the inspection, the presence and
cooperation of Faron Leigh (backup ORC) was helpful and appreciated.
This compliance evaluation inspection consisted of the following!:
• Review of the permit requirements;
• Review of the owner/facility information;
• And on-site inspection of tile facility.
Findin s during the inspection and file revieW were as follows:
1- Colonial Pipeline Company— RDU Delivery Facility is permitted to discharge treated stormwater
and related wasteivater runoff into an unnamed tributary to Crabtree Creek in the Neuse River
Basin. The wastewater treatment system consists of an oilAvater separator and retention basin.
2. Runoff from the piping and appurtenance equipment containing petroleum fuel hydrocarbons is
collected in the oil/water separator. Effluent from the separator and stormwater from the other
non-contaminated areas are stored in the retention basin before being discharged into the
receiving stream periodically. At the time of inspection, the oiliwater separator, retention basin.
and discharge outfall were found to be well maintained.
3. The operators maintain a visiting log at the site, The Electronic Discharge Monitoring Report
(eDMR)from February 2019 was checked against lab results. One error was notes! for
February V,2019.There is currently a Y for discharge and a zero for TSS.This should be
amended and resubmitted.
