As discussed during the site inspection, county personnel were simply unaware of specific general permit requirements. Any omissions were not intentional. Realizing our inexperience in airport operations,the County engages professional engineering firms to assist with airport capital projects, planning and regulatory compliance. With their help, and guidance from NC DOT/Aviation,the County has successfully transitioned to unmanned airport operations, completed a runway rehabilitation project, a perimeter fencing project,and a fuel farm project. However, the deficiencies noted seem to be a collective oversight. We're updating our Stormwater Pollution Prevention Plan (SPPP) and will submit the final plan by the end of March. We've familiarized ourselves with the qualitative monitoring requirements,and are set to begin submitting monitoring reports electronically. We appreciate the opportunity to respond.
