This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0006085. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Present during the meeting were Mr. Jeffrey ("Scott') Leonard with Brunswick County and Megan Faulkner, Tyler Benson and myself (Bryan Lievre) with NCDEQ. The existing permit provides for the operation of a 1,050,000 gallon per day reclaimed wastewater system which includes: three large lagoons (one 4.68 MG, and two at 7.125 MG); a 5-Day pond, a mechanically -cleaned bar screen and auxiliary manually -cleaned bypass bar screen; a Vortex grit removal system; an adjustable flow splitter box; three 422,500 gallon sequencing batch reactors (SBRs); a 422,500 gallon aerated sludge holding tank; two filter beds with traveling bridge backwash assemblies; two 4,900 gallon clear wells; an ultraviolet (UV) disinfection system; and associated pumps, controls, meters, valves, piping and appurtenances. Also included in the permit are conjunctive and non -conjunctive reclaimed water utilization systems. The conjunctive reclaimed system includes: a 9.3 MG pond; a 16.5 MG pond; a pump station; 3,540 linear feet of 10-inch force main; a combined total of 374.2 acres of conjunctive utilization at four nearby golf courses; and all associated pumps, piping, valves, controls and appurtenances. The non -conjunctive reclaimed system includes: a 225,000 gallon lined pump well; a 22.5 MG lined effluent wet weather lagoon; a pump station with dual 400 GPM pumps; a pump station with dual 700 GPM pumps, 191 acres of reclaimed non -conjunctive water utilization area (i.e. Fields 1 — 23); and all associated piping, valves, controls and appurtenances. Although the influent meters have been properly calibrated, the irrigation flow meter has not been calibrated within the last year. It is recommended that this meter be calibrated annually, and it is required that the meter be calibrated by the end of the permit cycle which is August 31, 2023. Due to the capacity of the diesel tanks for the generators, a Spill Prevention Control and Countermeasures (SPCC) Plan should be prepared in accordance with 40 CFR 112. Mr. Leonard demonstrated an excellent understanding of the operation of the facility and his assistance during the inspection was invaluable. Although the system is permitted for disposal of conjunctive reclaimed water at Lion's Paw, Panther's Run, Tiger's Eye and Leopard's Chase golf courses, the piping to these courses has not been installed. The operator was reminded to submit an Engineer's Certification and contact WiRO prior to placing these disposal fields into operation. Fields adjacent to the WWTF were inspected. Although Fields 11 and 12 were observed to have been wet, the operator indicated that flow to these fields has been halted until the surface becomes dryer. Recent rains and the fact that these fields have a lower surface elevation has attributed to wet surface conditions. Otherwise fields appeared well maintained. It should be noted that historical records (within BIMS) indicate the presence of six monitoring wells (MW-1 to MW-6). No evidence of the wells was observed during the recent visit and the operator had no knowledge of their presence. Page 7 of 7
