Carolina, having been authorized by Currituck Association/Residential Partnership and Pine
Island -Currituck, LLC, to observe periodically the installation of the above referenced wastewater
system, hereby state to the best of my abilities that due care and diligence was used in
observation of the construction, such that the improvements have been completed within
substantial compliance and intent of the approved plans and specifications.
