III. Certification Statement:
I certify to the best of my knowledge that the addition of
the volum8 of wastewater to be p nmitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
30.0 % and 0.425 MGD of the Available Capacity (E) in Pump Station
Stirrup Iron ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.11 MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
IFB l 8-029: Stirrup Iron Creek Lift Station is in design or under construction with
Capacity Improvements (WQ0039913)
planned completion in August 2019 ; and/or
d. The following applies:
See email chain between Kyle Manning (Durham County) and Jason Robinson (DEQ)
concerning two pump failures at the station. The current firm capacity is based upon the
160_hp bypass pump being in operation with the 70 hp pump.
Notice to Proceed issued to Carolina Civil Works on January 7, 2019. Project has been
completed and is awaiting final engineer certification.
Once the capital project is completed, the firm capacity will be 6.5 MGD.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.

Project Name — Patriot Business Park
4050 Patriot Drive, Durham, NC 27703
am pleased to submit the fast track application, FTA 04-16 for the project identified as `Patriot
Business Park' located in southeast Durham. The project consists of four lots for warehouse type
development. This application is for the public sanitary sewer extension that will serve the majority of
the lots. The flow is 100% domestictcommercial. This application is an amendment to an existing
permit (permit number WQ0039646 issued 11/2912017). The existing permit was issued for 1,400 LF
of 8" PVC sewer with zero flow. This permit modification will add 17.775 GPD of flow into the already
permitted sewer.
Items included with this submittal include:
1. An application fee of $480
2. The fast track application form, fully executed. One original and one copy.
3. Existing permit WQ0039646. One copy.
4. A flow tracking 1 acceptance form, fully executed. One original and one copy.
5. Site maps, including street level map.
