PROJECT SUMMARY: The applicant has a developed lot with a bulkhead on a basin off of finks Creek and Tubbs Inlet. They are proposing to build a pier, dock, floating dock and uncovered boat lift on the back side of Sunset Beach in the Inlet Hazard Area. Geraldine Williamson Page 2 9. PROJECT DESCRIPTION The subject property is a 91' by 64' developed lot on 18th Street in Sunset Beach, Brunswick County. The site can be reached by going across the Sunset Island Bridge onto the island. Go towards the ocean until the road "Ts" at the oceanfront. Turn left. 18th Street can be reached by turning left onto Cobia Street; proceed to the end of the street. Turn right onto North Shore Drive. 18th Street is the third street to the right off of North Shore. The property is at the waterward end of the street and the house is under construction. The proposed pier and water structures are within the Inlet Hazard Zone, a subsection of the Ocean Hazard Area of Environmental Concern. Inlet Hazard Areas are natural hazard areas that are especially vulnerable to erosion, flooding and other adverse effects of sand, wind, and water because of their proximity to dynamic ocean inlets. Because the proposed development is located within the Ocean Hazard Area, the proposed water structures are not eligible for authorization under the CAMA General Permit nor can the entire project meet the conditions of an Exemption. A shorter, smaller version of the structure without the boat lift was authorized under an Exemption, but has not been constructed yet. The applicant is seeking a Major CAMA Permit for permission to construct the water structures as shown on the site plan. The lot borders a basin between Jinks Creek and Tubbs Inlet channel. The property has 91' of bulkheaded shoreline bordering this basin. The basin is separated from the Atlantic Ocean by a narrow peninsula which is the east end of the island of Sunset Beach. This basin exhibits the characteristics of the estuarine system with lower wave energy and.small amounts of coastal marsh. There are no coastal wetlands directly adjacent to this lot. There are no federal wetlands on the lot. - Existing features on the lot are a house under construction, septic system, a bulkhead wall. The upland development was authorized through the local CAMA Minor Permit program and the bulkhead is existing. The applicants have a CAMA Exemption to construct a 5' by 55' pier and a 10' by 16' floating dock. These structures have not been constructed at the time of this writing. They are herein applying to construct a 12' by 14' fixed dock, 12' by 13' uncovered boat lift and push the floating dock waterward an additional 32' from what was authorized by the Exemption. The total overall length of the proposed pier and docks would be 87' from the existing bulkhead. The proposed 87' length is 1/3 the width of the waterbody (as determined by the applicant). Please see the site plan submitted as part of the application package. One adjacent lot has a dock; one dee"ot. The-closest dock is less than 200' away and the next dock along the same shoreline is more than 200' away. Therefore, the proposed structure cannot meet the pier length requirement under 07H.0208 (6) (J) (iii). Simply stated, if an applicant is located between two longer piers within 200' of their property they can extend a pier up to 1/3 the width of the waterbody, if not between longer piers, the applicant must meet the 1/4 width of the waterbody limitation. The waters of the basin have been classified as SA by the Division of Water Quality. The waters are conditionally open to shellfishing and are not a designated Primary Nursery Area as determined by the Division of Marine Fisheries. 10. ANTICIPATED DdPACTS Approximately 791 square feet of open water habitat would be shaded as a result of this work. The construction may result in some localized, temporary turbidity. Janet M.
