The following revision/modification request for the subject project is being submitted for your
approval:
The application originally stated an anadromous fish moratorium from February 15 to June 15
would be adhered to. This was taken from the project commitments in the Categorical Exclusion.
However, in the October 8, 2001 correspondence, the North Carolina Wildlife Resources
Commission had no comment regarding a moratorium for anadromous fish (see attached).
Therefore, a moratorium is not required for this project.

Biologists witi, the N. C. Wildlife Regdurces Corn~n:ission {NCWRC) have reviewed the
information provided and have the following pr®lim~in;uy icornments on the subject project. Our
comments are provided in accordance with provisions of the National Environmental Policy Act
(42 U.S.C:. 4332(2)(c)) and the Fish and Wildlife Coordination Act (4a Stat. 401, as amended; lb
U.S.G. GGi-GG7dj.
On bridge replacement proj~,cts of this scope.our 5taudard recommendations are as
follows:
1. We generally prefer spanning structures. Spannin:~ structures usually do not require
work within the strcatn azld~do not require,atream channel realignment. 1'he horizontal
and vertical clearances provided by bridges. a1lrws for human and wildlife passage
beneath the structure, does not bloelrfish•passage, and does not block navigation by
canoeists and boaters.
Z. Bridge clock drains should not discharge directly into the stream.
3. Live cgncrete should not be allowed to contact the wafer in or entering into the stream.
4. If possible, bridge supports (bents} should not h~ placed in the strean.
S. If temporary access roads or detours are r.~astrtleted, they should be removed back to
original grc~~.~nd elevations immediately upon the completion of the project. Disturbed
areas should be seeded or• tnu'tched to stabilize the sail and native tree species sJlould
be ptanted with a spacing of not more than 20'x10'. If possible, when Ltsia~ tcmporar~

7. In trout waters, the N.C. ;~1Vildlife Resources GAmmission reviews all U.S. Rtzny
Corps of Engine9rs nationwide. atld general _`40~t' permits. We have the option of
requesting additional measures to protect trout and trout habitat and we can
recommend that the projbct require an individu,~l `404' permit.
o°. !n streams that contain tl'tT:eatonecl or endangered .,pecies, NCDOT biologist Mr. Tim
Savidge should be notified. Special measures to protect these sensitive species maybe
required. NCDOT should also contact the U.S. Fish and Wildlife Service for
information on requirements of thr~ Endaagerec~~Species Act as it relates to the project.
9. In streanns that are used by anadromaus.f sh, the NCDOT official policy entitled
"Stream Crossing Guidelines for t~tiadromous Fish Passage (May 12, 1997)" should
be followed. ~ :.; ;,;' ,

11. Sedimentation and erosion control meaauirs sufficient to protect aquatic resources

12. Temporary or permanent i.~erba,ceau~,yegecetion should be planted on all bare soil
within ] 5 days of gmund disturbing activities to provide long~tenn erosion control.
13. All work in or adjacent to st:eam~~vaters should be conducted in a drywork area.
Sandbags, rock berms, cofferdams, or.othirr diversion structures should be used
where possible to praverit excavation in flawing water.
]~. Heavy equ:piuent should be operated fl~ain the ,bank rather than in stream channels in
order to minunize sedimcmt`gtion and reduce the likelihood of introducing other
pollutants into streams. '.
15. Only clean, sediment-free rock should be aced ass temporary fill (causeways), and
should be removed without exces~ivp dsfiuba~s;~ of the natwal scream bottom when
construction is completed.. .
16. During subsurface investigations equiprneat should be inspected daily and
maintained to prevent cot~.tartination of s~.~rfare ~usaters from leaking !'eels, lubricants,
hydraulic fluids, ar other. toxic ma:;erials.. _
If corrugated metal pipe arches, rainfon;ed.roncrete pipes, or concrete box culverts are
used:
The culvert must be designed to allow for fish pas ;age. General]y, this means that the
culvert or pipe invert is buried at lust 1: fo1~t below the natural stream bed. If
mullip}e cells rue required the socoud aud/c~r third calls should be placed so that their
bottoms arc at stream bankful stage (similar tt+ Lyonsfield design). This could be

long, notohed baffles should be placed in reinforced concrete box culverts at I S foot
intervals to allow for the collection of sediments in the culver<, to reduce flow

through the structurz.

3. Culverts or pipes should be situated so that no channel realignment or widening is
