PROJECT SUMMARY: The applicant's agent, First Flight, LLC, propose to remove all above and in ground structures at the Pebble Beach Motel for redevelopment as eight residential building lots. The redevelopment will include a small 27' wide lot immediately north of the motel, for a total of nine lots. A vegetated dune system will be created along the eastern edge of the Pebble Beach site and will tie into existing dune systems on either side of the property. PROJECT SETTING The project area consists of nine individually platted lots. Eight of the lots comprise what is currently the Pebble Beach Motel (noted on the submitted plans as Lots #8- #15), and is owned by Delta Group, Inc. The ninth lot (lot #16) is a small 27' wide, vacant lot, on the northern end of the project area, and is owned by a Mr. Charles Evans. The Evans lot is located directly across from Forbes Street on the oceanfront and is approximately 9,913 square feet (.23 acres). Situated along the east side of the lot is a vegetated Primary Dune that transitions to a flat beach profile at the Pebble Beach Motel. The motel property consists of approximately 145,281 square feet (3.33 acres), has a flat beach profile and no identifiable First Line of Stable Natural Vegetation. A measurementline was extrapolated on the ground and flagged by a Nags Head Local Permit Officer, and is reflected on the enclosed plans. The location of the existing buildings and parking, in combination with erosion patterns and pedestrian use, has degraded the dune system and beach vegetation on the site. Vegetation on the Motel property is primarily limited to domestic yard grasses and ornamentals, while vegetation along the northern most lot includes, american beach grass and salt meadow hay. The project site falls into both a VE and an AE Flood Zone. The crest of the primary dune on the Evans lot is 18.4' above mean sea level, and the average elevation of the Pebble Beach property is approximately 10' above mean sea level. Additional lots associated with the Pebble Beach Motel are situated on the west side of Virginia Dare Trail, outside of the Ocean Hazard Area of Environmental Concern (AEC). Uses on these lots are commercial and include a retail store and housing accommodations. Located immediately south of the project area is the Sandspur Motel and to the north are residential cottages. The Division of Environmental Management's water quality classification for the waters of the Atlantic Ocean, contiguous to that portion of the Pasquotank River Basin that extend from the North Carolina-Virginia State Line to the northeast tip of Ocracoke Island, is SC (fish propagation). Review of available information suggests that there are no known archeological sites or unique geological formations associated with the immediate area above mean high water level. Review of the Historic Register indicates that a submerged wreck is located near the project site. Pebble Beach Motel/ Delta Group, Inc. Field Report Page 3 PROJECT DESCRIPTION The applicants, Delta Group, Inc. and Charles Evans, have granted First Flight, LLC authorization to obtain the necessary permits to remove all above and in ground structures associated with the Pebble Beach Motel. Once the demolition is completed the applicants would like to build a dune along the east side of the Pebble Beach lots. Sand used in creating the dune will be brought in from an outside source and immediately graded and vegetated. The completed height of the proposed dune will be six feet above the existing grade with an overall elevation of 18' above sea level. The base of the dune will be 45' wide, measured from the landward toe to the seaward toe, and will have 2.5:1 finished slope. The proposed dune system will be created in line with existing dunes to the north and south of the project area. Total land disturbance anticipated in connection with the demolition of the Pebble Beach Motel and the creation of the new dune will be approximately 142,877 square feet or 3.28 acres. All proposed work associated with the project site would be landward of the mean high water line. In addition, there are no Section 404 or Coastal Wetlands located within the project area. ANTICIPATED IMPACTS • Approximately 48,865 square feet of sand will be displaced within the Ocean Hazard AEC, from land clearing activities. A total of 3.28 acres will be disturbed in association with the project site if the redevelopment is approved. • If approved, a new protective dune system will be created in line with existing dunes to the north and south of the project area. • The density of the property will be reduced if the multi-occupancy motel is replaced by single-family residential redevelopment. The subject site is currently known as the Pebble Beach Motel Property and is an approximately 3.56 acre oceanfront tract. The property lies on the east side of NC 12 (Virginia Dare Trail) approximately one mile north of Whalebone Junction. Adjacent lots to the north are residentially and commercially developed. To the east is the Atlantic Ocean lined with publically accessible beaches. Immediately adjacent to the south is the Sandspur Motel Property with current use similar to that of Pebble Beach Motel. To the west running parallel to the shoreline is NC 12 and additional parcels that serve Pebble Beach Motel Property that are not addressed in this Major CAMA package. The protective sand dune ridge that lines most of the Outer Banks has eroded in the vicinity of Pebble Beach Motel mostly due to human disturbance from hotel clientele and beach goers. On both the north and south sides of the Pebble Beach Property the vegetated dune ridge does exist and is stabilized with vegetation. The FLSV from the neighboring properties to the north and south has been projected across the Pebble Beach Property and confirmed by a representative of the Town of Nags Head. Site Conditions The majority of this property is currently owned by Tom Anderson, while a narrow (approximately 27' wide strip of land on the north side of the tract is owned by Charles Evans. This Major CAMA permitting process has been initiated by Fist Flight, LCC (future property owners after an October 2001 closing date). On the subject tract there are nine pre-existing subdivided lots, including parcels 8-15 (approximately 50' wide) and the 27' wide lot on the north end that are all approximately 450 feet long and zoned Commercial Residential (CR). "Man-made" structures existing on the property consist of Large Motel Structures, cottages, asphalt and concrete parking and walkways, and underground septic tanks. Proposed work on the site that requires Major CAMA Permitting is the removal of all ground infrastructure within the 145' Area of Environmental Concern (AEC) as shown on the Major CAMA Site Plan (sheet 1), and rebuilding and stabilization of the protective dune ridge as depicted on the Dune Stabilization Plan (sheet 2). As depicted on the Site Plan, an approximate oceanward limit of disturbance has been set. Reconfiguration of the dune and site grading is included in the total disturbed area that totals approximately 3.28 acres. Re-vegetation of disturbed areas will be done in accordance with the Sedimentation and Soil Erosion Plan. In concordance with Major CAMA Permitting, a Sedimentation and Erosion Control Plan will be submitted to the Town of Nags Head and a Stormwater Management Plan is being prepared for submittal to NCDENR, Division of Water Quality.
