Dear Mr. Lowder:
A letter of request for an Authorization to Construct was received December 3, 2013, by
the Division of Water Resources (Division). Additional information was requested and received,
and a revised layout was submitted that relocated all new construction within the current
treatment structures boundaries. An offset variance is granted. The final plans and specifications
for the subject project have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of modifications to the existing 0.2 MGD Parkton WWTP, with
discharge of treated wastewater into the Dunns Marsh in the Lumber River Basin.
A copy of the issued Authorization to Construct permit is being send to the Division of
Water Infrastructure. Approvals directly associated with your funding request will continue to be
addressed by the Division of Water Infrastructure.
It was discovered during the review process that the existing drying bed liquid drain
system is discharging into a non-functioning collection/pump recycle system. The Division
strongly recommends the Permittee either repair the existing recycle system including restoring
its piping integrity where compromised or install an alternative that meets the same intent as the
original design.
This authorization results in no increase in design or permitted capacity and is awarded
for the construction of the following specific modifications:
Installation of a new automatic bar screen with manual bypass screen, piping and
controls; installation of a new grit removal system, piping and controls; installation
of new influent splitter box for existing oxidation ditches; installation of new 3,290

During the construction of the proposed additions/modifications, the permittee shall
continue to properly maintain and operate the existing wastewater treatment facilities at all times,
and in such a manner, as necessary to comply with the effluent limits specified in the NPDES
Permit.
You are reminded that it is mandatory for the project to be constructed in a.ccordance
with the North Carolina ediinefitation Po11ution (-'ortt'fol act, and when. applicable, the Noftii
Carolina Dam Safety Act. In addition, +he specifications must clearly state ,vhat the co- actor's
responsibilities shall be in complying vith these, Acts.
Prior to entering Into any evYitract'(S) fo.construction, th%-, recipient must have obtain:;d all
applicable permits from the State.
Failure to abide by the requirements contained in this Authorization to Construct may
subject the Permittee to an enforcement action by the Division in accordance with North
Carolina General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed by
other government agencies (local, state, and federal)which have jurisdiction.
