Dear Mr. Parnell,
In response to your letter dated August 25, 2010 from your site inspection performed on July 30, 2010
we will do the following:
In response to observation #1:
We have added tab to SP3 booklet to include annual document to note spills if any. This is complete
In response to observation #4:
Changes the Facility has made in response to results above benchmark values are as follows:
1. Inspection of facility in the allotted time to identify possible contributors to the results
2. Increased emphasis on general housekeeping and timely cleaning of spills from process
disturbances
3. Recording of applicable information in the SWPPP
4. Increased monitoring to monthly for all applicable outfalls per permit requirements
5. Notified the Regional Office Supervisor in writing of the results per permit requirements
6. Created a Storm Water Committee to come up with ideas to improve the sample results and
spread the word on Housekeeping
7. Hired a cleaning company to Vacuum the plant grounds weekly
8. Clean drain lines from the plant to the main holding area of buildup
9. Removed gravel around tank areas and replaced with asphalt to assist with access for cleaning
company
10. Purchased an air blower to help in moving dry product around in piles for cleanup
11. Will be doing more paving of areas in the Elevator department to assist in further cleaning
12. Structure in place at Outfall 001 to assist in separation of solids discharge off of property

13. Installed drain screens in various points in the plant to keep solids from getting into the drain
system
14. Installed a spout in Meal Loading area that has cut down on the dust generated while loading
trucks
15. Improved dust collection systems in all unloading areas
16. Will be doing a project to remove expanders from process which will eliminate 1 identified
source problem
17. Installed panels on grain dryers to minimize materials discharging to air
18. Reinforcing process equipment to minimize wear and potential for accidental discharge through
holes
19. Held safety meetings on stormwater and the effects that even minor spill can have on the
results as well as ways to improve results through improved housekeeping
20. Converting systems over to bulk storage to minimize chance for spills that can arise from
chemicals being transported by Crewleaders on site from storage to final input points.

Dear Mr. Peanasky:
On July 30, 2010, Dave Parnell of the Raleigh Regional Office of the Division of Water Quality,
performed a compliance evaluation inspection (CEI) at your soybean processing company. You, John
Whittaker, EHS Administrator and Scott Schuelke, EHS Coordinator, were available for the inspection and
your assistance was appreciated. This inspection was conducted to determine Cargill's compliance with its
NPDES stormwater permit. Observations during the inspection are as follows:
1. Although, you noted there had been no significant spills in the last three years, there was no list of
significant spills within the Stormwater Pollution Prevention Plan (SP3) as required by your permit.
Please include a section tab and list of significant spills for each year within the SP3.
2. The SP3 had been reviewed and updated during the calendar year as required.
3. Documented records of employee training were available tome during the inspection.
4. Analytical monitoring is required semi-annually by the permit. The monitoring is currently being
conducted as specified by your stormwater permit. You reported during the inspection, that the
facility had exceeded the benchmark values for analytical monitoring required by the permit.
Please advise DWQ of the steps that have been taken with respect to the tiered program found
in Part II of your Stormwater Permit.
Qualitative monitoring is required semi-annually, and is currently being conducted as specified in
your permit.

6. Both Stormwater Discharge Outfalls (SDO) were inspected, as was secondary containment. All
were found to be adequate. Recent improvements to the site were noted during the inspection,
including raising the discharge point of SDO #1 and paving of some of the drainage area of SDO
#1.
Please address and respond in writing to the above item, shown in bold, to this office within 30 days of the
receipt of this letter. If you have any questions regarding the attached report or any of the findings, please
