I just checked out the plans for this project. Technically, the road improvements create a high density drainage area
requiring SW treatment. The project would also require SW treatment under the new policy due to piping of SW. The
City of Archdale is a certified community but it does not seem that they would review their own SMP. Here is a bullet
you can use:
1. This project is high density and therefore requires a stormwater management plan (SMP). Please provide a
stormwater management plan that provides a minimum of 85% TSS removal from all stormwater generated by
this project. The stormwater management plan must include a BMP Supplement Form for each proposed best
management practice that will be used on the site (including both worksheets, Design Summary and Required
Items Checklist), as well as all of the required items. The BMP Supplement Forms are available on the DWQ web
site at: http://h2o.enr.state.nc.us/su/bmp forms.htm.

I just went out to look at this project. It's a pretty simple 401 however, they are incorrect in their application and the
area they intend to add culvert pipe to, and a road and parking area is now lawn, so there is an increase in impervious

surface. I notice it is not on your spreadsheet (probably because they say no new impervious in their application). Will
you please review this to tell me if an SMP will be necessary for the 401. It came in on 10/23 so I'll need to send a hold
letter by 12/4 if its needs an SMP.
