Nowell, SUBJECT: Comments on the Environmental Assessment for City of Shelby Wastewater Treatment Plant Upgrade (Amendment to the Shelby Portion of the Wastewater Facilities Plan for Greater Cleveland County, North Carolina) Project•No. 494 The Technical Support Branch has reviewed the subject document for the upgrade of the Shelby Wastewater Treatment Plant (WWTP) and submits the fol- lowing comment. On page 8 of the environmental assessment, Paragraph 3 discusses Shelby's water supply extraction upstream of the WWTP. This paragraph should be updated to include information on the expansion of the water treatment plant from 2.0 MGD to 18 MGD. . Technical Support has supporting information that this expansion will lower the 7Q10 for the First Broad River at the discharge point of the WWTP. A decrease of the 7Q10 flow could have implications on the future efflu- ent limits for the Shelby WWTP and more than likely more stringent limits would be applied to protect water quality. it should be noted that Appendix E contains a letter from the Technical Support Branch which states tentative effluent limits for the Shelby WWTP. These limits were developed without-knowledge of the WTP expansion and subsequent effect on the 7Q10. A further review incorporating the lower pre- dicted 7Q10 will probably predict tighter limits potentially for BOD5, NH3, met- als, and toxicants.
