support two boatlifts and the construction of four jet-ski lifts on an existing pier at 786 Sea
Gate Drive within Sea Gate Subdivision adjacent to Core Creek.
9. NARRATIVE DESCRIPTION:
Project Setting
The Taylor's reside at 786 Sea Gate Drive, which comprises Lot#63 and #64 within
Seagate Community. Sea Gate Drive (SR1160) runs parallel to Core Creek (Intracoastal
Waterway) just north of Beaufort and just south of the Carteret/Craven County Line in
Carteret County. The Taylor's property is +/- 800 feet north of the Sea Gate Marina, which
services the residents of Sea Gate Subdivision.
The Taylor's have a single-family residence at 786 Sea Gate Drive, which is
approximately 10 feet above MSL, primarily a result of the relic spoils originally derived from
the dredging of the Intracoastal Waterway. The two lots according to the application package
total approximately 0.6 acres of high ground adjacent to Core Creek. The Taylor's own a
single-family residence on one lot while the second lot is primarily vacant. The highground is
landscaped with multiple retaining walls, which lead up to the building pad for the residence.
The yard is comprised of yard grass with no wetlands on-site. The shoreline is lined with large
marl rocks to decelerate the erosion off Core Creek typically derived from passing boats and
yachts traversing the Intracoastal Waterway. The rock was permitted under GPC-5085 in 1989
and appears to be the only permit issued on this site under the Taylor name. The Taylor's own
167.5' of canal front that has a 12' X 50' deck with 9' X 20' of the structure covered with no
permanent boat slips.
Core Creek, within Carteret County, is part of the White Oak River Basin and
has a Water Quality classification of SA. Core Creek is currently closed to shell-fishing and is
not considered a primary nursery area. Water depths at the end of the existing pier are
approximately 5 feet at low water with the centerline of the channel being approximately 11
feet below low water. The substrate along Core Creek is sandy with limited organics due to
the routine dredging by the US Army Corp of Engineers. The distance between the existing
pier and the 80-foot setback required by the Corp of Engineers is 65 feet.
Project Description
The project involves the further development of an existing 12' X 50' pier parallel to the
shoreline. The applicant is proposing an additional 24' X 3' finger pier off the north side of
the existing pier with a 12.5' X 12.5' uncovered boatlift on the west side of the proposed
finger and a 15' X 16' uncovered boatlift on the east side of the proposed finger pier. The
applicant is also proposing 4 jetski lifts on the east side of the existing pier, which individually
measure 5' X 6'. This request proposes a total of 6 new slips where currently no slips exist.
With the addition of the jetski lifts the proposed development will be located, at its closest
point, 61' from the required 80' setback from the near edge of the federal channel (Core
Creek, AIWW). The existing pier length offshore is consistent and appears to be no further
than adjacent piers along this same shoreline. The depth under the proposed development is 5'
at low water while the shoreline gradually falls to the centerline of the channel, which measure
11' below low water. The Division of Coastal Management could offer 2 slips under the
General Permit process but due to the requested 6 slips, this major permit application has been
submitted.
Anticipated Impacts
The proposal will further usurp 588 ft2 of Public Trust Waters and Estuarine Waters
beyond the existing pier footprint. The project if approved will add an additional 6 slips (4
jetski lifts and 2 boatlifts) in -5' MLW along a shoreline already heavily developed with
similar uses. There would be short-term turbidity expected from the construction of the project
but none expected from the use of watercraft associated with the development due to water
depth and sandy substrate.

5. ADDITIONAL INFORMATION
In addition to the completed application form, the
following items must be submitted:
• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary.
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners

by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.
