PROJECT SUMMARY: The applicant proposes to extend the existing bulkhead to stabilize approximately 48 LF of shoreline in the northeastern comer of the property. The proposed wall would average 15 feet waterward of mean high water (MHW). LaQue Center for Corrosion Technology Inc. Page 2 9. PROJECT DESCRIPTION: The project site is located adjacent to Banks Channel, at 702 Causeway Drive, in Wrightsville Beach, in New Hanover County. The project site is adjacent to the south side of the US Hwy 76 (Causeway Dr.) bridge over Banks Channel. The property is 150 feet wide and approximately 204 feet in depth from the Bay Street right-of-way. The property averages approximately 8 feet above mean sea level. Existing highground structures include three (3) buildings and a parking lot. There is an existing concrete bulkhead along 100 feet of the property's shoreline (southeast side), and existing pier/platforms which facilitate corrosion testing experiments and studies. The existing pier is within the Wrightsville Beach pierhead line. The original concrete bulkhead was terminated, approximately 50 feet south of the property line. Over time, the unprotected shoreline has been eroded by wave action, boat wakes and stormwater drainage from the adjacent bridge scuppers. In the past, broken concrete and old masonry rip rap had been placed on the eroded shoreline. This material has slowed the erosion over the years, but has not stabilized this corner of the property, given the constant effects of the above referenced erosion factors, as well as, the effects of five (5) major hurricanes since 1996. Waterward of the rip rap is a sandy bottom and there is no border of wetland or marsh vegetation, except for 10-12 individual sprigs of Smooth Cordgrass (Spartina alterniflora) within the rip rap crevices in the intertidal area. The Wrightsville Beach Land Use Plan classifies Banks Channel as Conservation, and the adjacent highground in the project area as Developed This area of Banks Channel is included in the Wrightsville Recreational Area, and is classified SB# by the Division of Water Quality. These waters are not designated as a Primary Nursery Area by the N. C. Division of Marine Fisheries, and they are CLOSED to the harvest of shellfish. The applicant is proposing to stabilize the remainder of the property's shoreline by constructing. a bulkhead in line with the existing bulkhead. The proposed seawall alignment would be at mean high water (AIHW) at the connection to the existing wall and 30 feet waterward of MHW at the northern property line. The bulkhead would be 48 feet long and approximately 6.5 feet above the existing grade elevation. A wing wall, 30 feet long would be constructed along the northern property line. The bulkhead would be constructed of treated pilings and whalers, with wooden V- groove sheathing. 10. ANTICIPATED EMPACTS: The proposed project would result in the incorporation of 720 square feet of estuarine waters and public trust area. There would be some short-term turbidity associated with the bulkhead construction. The project would stabilize the applicant's shoreline which is affected, by both, man-made and natural erosion forces. Submitted by: E.F. Brooks Date: 7/27/01 Office: Wilrnington PROJECT NARRATIVE The proposed project is to extend the existing bulkhead by installing a treated timber bulkhead at the east-northeast corner of the property at The LaQue Center for Corrosion Technology, Inc in Wrightsville Beach North Carolina. The project is intended to stabilize this area of the property and mitigate further erosion. This corner of the property has undergone excessive deterioration from erosion over the past few years brought on by wake from an ever increasing Banks Channel boat traffic, drainage off the bridge over Banks Channel, not to mention the extraordinary impact of three hurricane storm surges since 1996. The proposed bulkhead will be approximately 481inear feet in front with a wing wall of roughly 30 linear feet. Construction will be out of 2.5 CCA treated timber; pilings 6x6x14, set 5' on center; walers 4x6x16', set in 3 rows through bolted per piling; sheathing 2x8x12', v-groove nailed per waler; tiebacks 5/8x20' rods per piling to precast concrete deadmen(hot dipped galvanized hardware); lined with erosion control filter fabric and capped with 2x8 dress cap. All backfill material will be sand or loam from an upland source and will be placed after walls are built to prevent potential erosion into the water. Topsoil and grass plan to be placed in the area to finish off the project. We have met with Carolina Power & Light (see enclosed letter) relating to the utility cable which enters underground in this proposed work area and proceeds under Banks Channel.
