Please provide a qualitative indirect and cumulative impact analysis for the new service areas of the project. " 2. Please show the project on the Wake County bound and published Soils Surveys maps. This should be done by drawing a line on where the proposed sewer line will be. Response: Please find five (5) copies of the Wake County bound and published Soil Surveys maps with the proposed sewer line shown in red. 3. Please indicate where in the easement the proposed sewer line will be located. Response: Please find attached five (5) copies of the project plans. The plans will provide a better look at the sewer line's location in regards to the easement. For most of the project, the sanitary sewer line will remain centered in the easement. 4. A 40-foot construction corridor seems somewhat excessive. Please indicate why a 40-foot construction corridor is required. Response: Per the City of Raleigh Public Utilities Handbook, for sanitary sewer mains 18" & 24 " in diameter a 40 feet wide permanent easement and an additional 20 feet wide temporary construction easement are required. Due to the pipe size and bury depth, large amount of soil will be removed and placed within the easement when excavating to place the pipe. In order to have enough room to temporarily store the soil and have proper equipment access, this easement width is required. I 0 ?009 Purpose of the Proiect DENR. WATER QUALITY WETLANDS AND STM WATER SWCH The purpose of the Dunn Road Sewer Extension project is installation and replacement of sanitary sewer lines in order to provide reliable sanitary sewer service to customers in the vicinity of the project and to provide operational flexibility at the City of Raleigh's E.M. Johnson Water Treatment Plant. The existing sanitary sewer in the project area is undersized, should the service area be built out in accordance with current zoning. Inadequate sanitary sewer capacity can result in sanitary sewer overflows onto land and drainageways and sanitary sewer backups onto private property. The Dunn Road Sewer Extension project will provide reliable sanitary sewer service to customers and will protect against sanitary sewer overflows. Currently, wastewater from various processes at the E.M. Johnson Water Treatment Plant is discharged to nearby waterways in accordance with NPDES Permit #N00082376 (attached). The Dunn Road Sewer Extension project has been designed to accommodate discharge of wastewater from the water treatment plant, if necessary, and will provide the operational flexibility at the plant necessary to comply with the NPDES permit, in particular, Special Conditions A.(7.) and A.(8.). Growth is not expected to be induced by the project. The project includes replacement of sanitary sewer where it currently exists, and an extension of sanitary sewer to the water treatment plant facilities. The project does not include extension of sanitary sewer onto undeveloped private properties; however, the project is designed to accommodate growth that may occur based on current zoning. It is not known if waters in the project area contain threatened or endangered aquatic species. Waters in the project area are not impaired (303(d) listed), Class SA, or Trout waters. Indirect Impacts of the Proiect New development is expected in the service area in accordance with current zoning. The project is not expected to cause an increase in the density or type of development in excess of current zoning. • New development may result in conversion of agricultural and forested land to residential, commercial, and industrial uses. • New development may result in soil erosion and increased stormwater runoff. • New development may result in a need for other services such as schools, public safety, public health, solid waste collection, and other utilities. • New development may result in increased automobile and/or industrial emissions. • New development may result in increased noise levels from automobiles and/or industries. Existing regulatory programs are in place which can address impacts from future development in the watershed. In particular: • Development in the watershed will continue to be restricted by the WS-IV classification of the receiving stream. New development could result in a loss of wetlands, but would require a permit from the NCDENR and/or USAGE. ' Qualitative Analysis of Indirect and Cumulative Impacts City of Raleigh: Dunn Road Sewer Extension DWQ Project #04-2059, Ver. 2 Page 2 By providing the capacity necessary to prevent sanitary sewer overflows the potential indirect and cumulative impacts of the project are consistent with the area's water quality goals: • Elimination of sanitary sewer overflows will improve water quality in the receiving stream. • Elimination of sanitary sewer overflows will reduce regulatory actions against the public utility. By providing the operational flexibility of discharging wastewater flows from the water treatment plant into the sanitary sewer (in lieu of discharging into an unnamed tributary to the Neuse River and an unnamed tributary to Honeycutt Creek) the potential indirect and cumulative impacts of the project are consistent with the area's water quality goals: • Reductions in the discharge of wastewater to the receiving streams will improve water quality in the receiving streams. Reductions in the discharge of wastewater to the receiving streams will assist the public utility in compliance with NPDES Permit # N00082376. Reductions in the discharge of wastewater to the receiving streams will improve the quality of life for residents in the vicinity of the receiving streams. TN means Total Nitrogen. For a given wastewater sample, TN is the sum of Total Kjeldahl Nitrogen and Nitrate-Nitrite Nitrogen: TN = TKN + N02-N + N03-N. 4. TN Load is the mass load of TN discharged by the Permittee in a period of time. See Special Condition A.(4.), Calculation of TN Loads. 5. Annual TN load must be reported. Annual TN load is not limited for this permit cycle. See Special Condition A.(4.), Calculation of TN Loads. 6. The quarterly average for total phosphorus shall be the average of composite samples collected monthly during each calendar quarter (January - March, April - June, July - September, October - December). 7. The Permittee shall calculate monthly and annual TN Loads as follows: L Monthly TN Load (lb/mo) = TN x TMF x 8.34 where: TN = the average Total Nitrogen concentration (mg/L) of the composite samples collected during the month TMF = the Total Monthly Flow of wastewater discharged during the month (MG/mo) 8.34 = conversion factor, from (mg/L x MG) to pounds ii. Annual TN Load (lb/yr) = Sum of the 12 Monthly TN Loads for the calendar year b. The Permittee shall report monthly Total Nitrogen results (mg/L and lb/mo) in the discharge monitoring report for that month and shall report each year's annual results (lb/yr) in the December report for that year. A.(5.) CHRONIC TOXICITY MONITORING (QUARTERLY) The permittee shall conduct chronic toxicity tests using test procedures outlined in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure", Revised February 1998 or subsequent versions. The effluent concentration defined as the Instream Waste Concentration (IWC) shall be 90%. The chronic value will be determined using the geometric mean of the highest concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure regimes, and further statistical methods are described by the document referenced above. The permit holder shall perform at a minimum, guarterlu monitoring using these procedures to establish compliance with the permit condition. The tests will be performed during the months of February, May, August, and November. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter code THP3B. Permit N00082376 A.(5.) CHRONIC TOXICITY MONITORING (QUARTERLY) - Continued Test data shall be complete, accurate, include all supporting chemical/ physical measurements and all concentration/ response data, and be certified by laboratory supervisor and ORC or approved designate signature. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re-opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism reproduction, and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial monitoring. A.(6.) ADDITIONAL STIPULATIONS REGARDING DISCHARGE MONITORING REPORT (DMR) FORMS 1. The City must submit a DMR form for Outfall 001 and Outfall 002, whether a discharge occurs or does not occur. If there is no discharge from Outfall 001 or from Outfall 002 during a month, the monthly report must be submitted with the notation "No Flow". 2. For Outfall 003, the City should state whether a discharge has occurred from the overflow of the raw water reservoir (this may be submitted as a notation on the DMR or as an appendix to the DMR). A.(7.) ADDITIONAL STIPULATIONS REGARDING DISCHARGE TIMING In order to minimize effects of future nutrient discharges on algal blooms, The City shall make all reasonable efforts so that any future discharges occur during the months of December, January, February, or March. If Public Water Supply requires discharge any other time of the year, the facility must comply with the requirements of PWS. Permit NC0082376 A.(8) Manganese Limit Compliance Schedule The limit for Total manganese will not become effective for a period of 36 months after the permit effective date. The facility shall monitor and report manganese concentrations during this time at the intervals shown on EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS A. (1), A. (2) and A. (3) during discharge only. The 36 month compliance schedule is intended to allow the City time to evaluate alternative discharge options or technology, obtain funding, design, procure and install facilities. The following compliance schedule has been agreed upon based on negotiations between the City Public Utilities Department and the Division of Water Quality. The City shall report to the NPDES Program every six months regarding the status of the project.
