Project Setting
The development site is located at 100 Ananias Dare Street (SR 1190) in Manteo, on
Roanoke Island in Dare County. The site is adjacent to Doughs Creek and in the location of
the Town of Manteo's boatramp. The property is mostly covered with pavement for parking
and the boatramp. Yard grass and pines vegetate the fringe green areas of the property.
Other manmade features on the property include a 6' x 90' pier on the north side of the
boatramp and a 12' x 17' dock on the south side of the boatramp. The water depth at the end
of the pier is approximately -5 ft. below normal water level. The property has 70 ft. of
shoreline on Dough's Creek.
Adjacent property consists of a private lot with a single family dwelling on the north
and the NCDOT right of way for the NC 400 bridge approach to Ice Plant Island.
The waters of Doughs Creek are classified as SC HQW by the Division of
Environmental Management and are closed to shellfish taking. Doughs Creek is designated a
primary nursery area by the Division of Marine Fisheries.
Development Proposal
In order to provide increased public access to Doughs Creek, the applicant proposes to
construct a 54 ft. long and 6 ft. wide pier extending to the existing dock on the south side of
the boatramp. A 6' x 9' platform is proposed at the end of the pier.
The applicant also requests that all decking on the existing dock and piers be authorized
for replacement as well as any repairs that are necessary to maintain the existing structure.
Anticipated Impacts
The development proposal will result in approximately 384 sq. ft. of Public Trust Area
and Estuarine Waters being shaded by the structure. Temporary water turbidity will occur
during construction.

Project Narrative
The Town of Manteo's C.A.M.A. Major Permit Application is supported by goals that
have been established by Town residents in surveys taken over the last twenty years. In both of
the comprehensive surveys that were conducted, the maintenance and expansion of unrestricted
public access and enjoyment of our public trust waters were identified as being of great
importance.
Manteo is unique and stands out among the Dare County Municipalities in that the
primary attraction is the town itself. its streets, its sidewalks, its boardwalk, its neighborhoods,
and its waterfront. The visitor to Manteo comes for the total experience as opposed to a fixed
feature or facility. The Town has worked diligently to maintain the pedestrian scale in the
downtown waterfront area that was established over one-hundred years ago. The Town of
Manteo is asking for your consideration of permitting our application to construct a pedestrian
walkway that would extend out into Shallowbag Bay.
Manteo recognizes the need to supply the tourist and resident populations with the
aesthetic experience they desire, while also recognizing its responsibility to supply citizens with
cost effective improvements. The construction of the pedestrian walkway will increase public
access over public trust waters while looping together an existing system comprised of
boardwalks and docks.
