HomeMy WebLinkAboutNCG100242_Inspection_20200226Charlotte -Mecklenburg STORM WATER Services V February 26, 2020 Sam Auto Salvage, Inc, Attn: Mr. Osama Gebrail, Owner 2711 Wilkinson Boulevard Charlotte, NC 28208 Subject: Industrial Facility Inspection Sam Auto Salvage 2711 Wilkinson Boulevard, Charlotte, NC 28208 Dear Mr. Gebrail: 2145 Suttle Avenue Charlotte, NC 28208-5237 On February 17, 2020, Ron Eubanks of Charlotte -Mecklenburg Storm Water Services (CMSWS) conducted an inspection of the above referenced facility as a requirement of the City of Charlotte's NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance; however, the following recommendation was made: 1) Charlotte Storm Water Pollution Control Ordinance Review • Structural Stormwater BMPs — Absorbent booms have been placed around the catch basin inlets to filter oil and other pollutants in the stormwater runoff from the property. It is recommended that the absorbent booms be routinely checked and replaced as needed. The used absorbent booms should be disposed of properly. • Waste Storage/Disposal Area — There is one municipal waste dumpster and one scrap metal recycling dumpster located on the property. Both dumpsters appeared to be in good condition; however, the scrap metal dumpster was uncovered. It is recommended that the scrap metal dumpster be covered to prevent exposure to stormwater. The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied on this report and made aware of the following observations regarding the facility's NPDES stormwater permit: 2) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has not been developed and implemented for Sam Auto Salvage. 3) Qualitative Monitoring Conduct and document semi-annual qualitative monitoring as required by NPDES Stormwater Permit NCG 100000. • obTo report pollution or drainage problems, call: 311 http://stormwater.charmeck.org' CHARLOTTE_ Sam Auto Salvage Attn: Mr. Osama Gebrail, Owner Page 2 February 26, 2020 4) Analytical Monitoring Conduct and document semi-annual analytical monitoring as required by NPDES Stormwater Permit NCG 100000. 5) Permit and Outfalls Sam Auto Salvage received Certificate of Coverage NCGl00242 for the property on September 20, 2017.
