Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The applicant attempted to minimize impacts as much as possible during the site design. However, a wetland finger is located in the middle of the site and avoiding it would result in an unbuildable lot. Because Canterbury Road is fairly busy with school traffic, the applicant desires a circular driveway to make site access easier and safer. This requires pushing the house back off of the street. Some fill is also needed behind the house for side slope and access. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Silt fencing will be installed to ensure that sediment is contained on site during construction. 2. The NC Natural Heritage Program website was reviewed to determine the known presence of federally listed species. No federally protected species are known to occur within this site. The West Indian manatee is known to occur within one mile of the site, likely within the Trent River, which is located appropmately one mile south of the site. The site does not provide suitable habitat for this species. Since the lot contains trees, it may support appropriate roosting habitat for the northern long-eared bat. Since no hibernacula or roosting trees are known to occur in close prommity to the site, any effect to the species from tree clearing would be exempt per the 4(d) rule.
