PROJECT SUMMARY: The applicant proposes to place riprap along the shoreline, construct a pier, dock, and access bridge, and construct a house with septic drain field and a drive. Edward D. Duclos Beaufort County Project Setting The project site is located off SR 1901 on Goose Creek at the intersection with Faison Gut in the Summerise Subdivision on lots #8 and #9 near Aurora in Beaufort County, North Carolina. The site is ±20 acres and borders Goose Creek and Faison Gut with an adjacent wetland area that ranges from ±0' to ±220' wide and is vegetated with a mix of coastal wetland species including Martina cynosuroides, Juncus roemerianus, S. patens, Distichlis spicata, and Cladium jamaicense. The coastal wetland species intermingle with and totally change over to 404 wetland species as you move inland and the entire area has been delineated as Section 404 wetlands by the U. S. Army Corps of Engineers. The upland portion of the property is vegetated with pines, mixed hardwoods, shrubs, vines and upland grasses. The property is bordered on the both sides by undeveloped lots that are similar in vegetation. The project area is ±2.5' above mean sea level. Goose Creek is classified as SA-NSW by the Environmental Management Commission. Goose Creek at the project site is coastal water and is open to shell fishing. Goose Creek is ±'/z mile wide in this area and is part of the Atlantic Intracoastal Waterway. Project description The applicant proposes to place ± 1,170' of riprap along the shoreline waterward of and adjacent to the shoreline. The riprap will average 5' waterward of the normal water level with a maximum distance offshore of 5'. The height of the proposed riprap will be 1' above the normal water level in the areas adjacent the wetlands. The applicant proposes to use mats to get the riprap to the shoreline and minimize the impact. No earthen fill is proposed. A 6' wide by ±50' long pier with a 8' by 24' T-head are proposed in Goose Creek. The applicant proposes to construct a 8' by 24' dock adjacent the shoreline on Faison Gut and will access the dock by crossing a manmade ditch with a 4' wide by 20' long bridge. The bridge will be elevated a minimum of 6' above the normal water level and have a horizontal opening spanning the entire ditch. A house with a septic tank and drain field as well as a 10' wide gravel drive are proposed. Anticipated impacts The project as proposed will result in the filling of ±5,850 ft2 of creek bottom associated with the placement of riprap. The use of logging mats will result in short term impact to the wetlands. The construction of the pier, dock and access bridge will result in the shading of ±764 ft2 of creek bottom. The project as proposed will result in localized turbidity as a result of the construction activities. David W.
