After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3274. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and send us a new application. If the property is sold, the new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification. This approval shall expire when the corresponding Nationwide Permit expires or as otherwise provided in the General Certification. PROJECT SUMMARY: The applicant proposes to constrict a 12' wide x 100' long concrete boat ramp which would extend 79' beyond NWL of North Landing River. Larrymore Organization, Inc. MM #1-01 Field Investigation Report Page Two Project Setting Larrymore Organization, Incorporated owns a 144-acre parcel of land located on the east side of Tulls Creek Road in the Currituck Community, Currituck County, adjacent to the North Landing River. Twenty acres of the tract has been delineated by representatives of the Corps of Engineers as "404" jurisdictional wetlands. As authorized by CAMA Major Permit #1-01, which was issued on January 3, 2001, the owners are installing the infrastructure for a single-family subdivision within the 120-acre higbground area. Development which has been authorized includes the construction of two miles of streets, a clubhouse, tennis court, soundfront park, and over 1300 linear feet of elevated walkway. The Major Permit also authorized the placement of stone riprap along 1,150 linear feet of shoreline and the construction of a 6' x 200' long community pier with 6 mooring slips at the southern end of the riprapped shoreline. As of this date the construction of the streets and drainage facilities is ongoing and the 6' by 12' tall bank has been cleared of vegetation prior to the placement of stone riprap. To access the project site turn east off Tulls Creek Road (SR 1222) into the Riversedge Subdivision entrance. After traveling 1,000 feet turn right and follow the winding road a distance of 4/10 mile. The project site lies approximately 600 feet to the east. Development on the neighboring 180' wide lot to the north includes a single-family dwelling located 75' landward of a shoreline protected by a wooden bulkhead. The abutting property to the south is a 200' wide area of "404" jurisdictional wetlands with a natural, unprotected shoreline. The waters of North Landing River in the vicinity of the project are classified as SC by the NC Division of Environmental Management. These waters are classified as Joint Fishing Waters by the NC Marine Fisheries Commission and NC Wildlife Resources Commission and as Estuarine Waters and Public Trust Waters by the NC Coastal Resources Commission. Water depths in the project area (out to 80' in the river) measure .5' - 2.5" below NWL. The presence of submerged aquatic vegetation was not noted in the vicinity of the project. Review of available information suggest that there are no known archeological sites or geological formations associated with the applicant's property. Project Description The applicant is requesting authorization to construct a 12' wide by 100' long concrete boat ramp to be located 25' north of and parallel to the 200' long pier authorized by CAMA Major Permit #1-01. The applicant is proposing to install sheet piling along 3 sides of the ramp to contain fill material and to prevent the intrusion of water. At completion of construction the sheet piling at the waterward end would be replaced with a 3' wide section of riprap to prevent scouring by wave action. Sheet piling would remain along the north and south sides to provide support. From the midpoint of the ramp to its waterward end the. sheet piling would be cut flush with the 7% slope of the ramp surface. In order to stabilize the landward portion of the ramp riprap with a 6' x 28' triangular base would be installed along each side from ramp midpoint back to the ramp entrance. The sides of the ramp would include a guardrail system for safety and treated wooden pilings along the outside to provide additional support for the sheet pilings. Larrymore Organization, Inc. MM #1-01 Field Investigation Report Page Three Anticipated Impacts Placement of the concrete boat ramp and associated sheet pilings and riprap would eliminate 1130 square feet of Estuarine Waters/Shallow Water Habitat. The placement of material below normal water level would eliminate 104 cubic yards of Estuarine/Public Trust Waters. The construction of a ramp extending 80 feet waterward of NWL would create a barrier which could possibly impede water flow, sediment transfer, or movement of marine life, particularly during times when water level drops below the normal waterline. Short-term localized turbidity will occur during installation/removal of sheet pilings. Submitted by: M. The subsequent developmental items have been approved under the above referenced permit; 1) Construction of a gazebo within the soundfront park 2) Construction of elevated boardwalks within the Section 404 wetlands 3) Construction of 1,150 11 of shoreline stabilization 4) The construction of a community docking facility The proposed modification to the existing permit consists of the construction of a 12' wide by 100' long concrete boat ramp to be located adjacent to the approved community docking facilities. On-site fill material will be utilized during the construction process to provide an adequate grade for the installation of the ramp. The grade will vary from and elevation of 6' ms] at the top of the ramp to -1.5' msl at the ramp base, (-7% grade). A 6" gravel bed will be placed upon the compacted fill material to provide structural support for the proposed ramp section. An additional 5" of 3000 psi cast-in-place concrete with steel reinforcing will be provided on top of the gravel sub-base to accommodate the vehicular traffic. The following details the projected amounts of construction material to be utilized during the course of construction; On-site fill material (compacted subgrade)- 104 c.y. Clean washed gravel (for subbase) - 22 c.y. 3,000 psi Concrete (boat ramp surface) - 19 c.y. Rip-Rap Stabilization (total)- 18 c.y. A sheet piling system will be installed along (3) sides of the ramp to contain the proposed fill material while deterring water intrusion from the adjacent surface waters of the North Landing River. The sheet piling located at the end of the ramp will be removed at the completion of construction while the (2) side sheet piles will remain in place to provide structural support for the ramp, (the sheet piling from the midpoint of the ramp, to the water ward end of the ramp, will be cut flush with the sloped surface of the boat ramp). Rip-rap stabilization will be installed along the sides of the ramp, from the midpoint extending back towards the ramp entrance, and at the base of the ramp to prevent scouring from any wave action that may occur. Treated wooden piles will be set along the sides of the ramp to provide additional support for the sheet piles in conjunction with providing a guardrail system from preventing any vehicular mishaps. 4417 N. It is proposed that this development will be the only facility that will service the 128 residence of the Riversedge Subdivision community. This will offset the need for future lot owners to propose similar development for their own individual needs thus reducing the disturbance within the Area of Environmental concern. Attached are the proposed construction details associated with this development along with the survey information attained for overall design purposes. We have contacted several of the reviewing agencies, Marine Fisheries, Wildlife Resources, and the Army Corps of Engineers, in reference to the proposed development.
