General Information:
I. The Pretreatment Program Information and Historical SNC sheets for WSACC are
enclosed (Enclosures 1 thru 2). Corrections are marked on the enclosures.
II. The PAR for 2018 was approved by DEQ on April 22, 2019 (Enclosure 3).
III. WSACC successfully maintained its ISO 14001 certification for the Environmental
Management System for 2019.
IV. WSACC successfully maintained its OHSA 18001 certification for the Occupational
Health and Safety Program and Public Sector Star certification for 2019.
V. WSACC requested an extension for the HWA for the Muddy Creek WWTP. DEQ
approved a new deadline of May 1, 2020 (Enclosure 4).
VI. WSACC issues pounds per day limits to the significant industrial users (SIUs). Although
a flow limit is also issued, WSACC does not judge significant noncompliance (SNC) for
this parameter. A notice of noncompliance was sent for flow exceedances. As outlined in
the Comprehensive Guide, Chapter 7, Section E, page 2, flow limits are not required
where all IUP limits are mass based and that the POTW may institute its own policy
relative to flow limit compliance. Also, the definition of "pollutant" in 15A NCAC
2H.0903 (25) does not include flow as a characteristic of wastewater.
SIU Information:
During the January through June 2019 reporting period:
A. There were no industries in SNC during this period.
B. WSACC submitted a permit modification for Americhem IUP#1028 utilizing the
Streamlined IUP Submittal Form. PERCS provided a streamlined IUP review
acknowledgement email on January 4, 2019 (Enclosure 5).
C. WSACC submitted a permit modification for Heritage -Crystal Clean (HCC) IUP#1030
utilizing the Streamlined IUP Submittal Form. A copy of the approval letter dated May 7,
2019 from PERCS is enclosed (Enclosure 6).
D. WSACC requested approval to remove Organic Dyes and Pigments from the pretreatment
program since the facility ceased operation in May 2019. A copy of the approval letter
dated June 24, 2019 from PERCS is enclosed (Enclosure 7).

E. The following SIUs had a few violations but these did not constitute SNC (see IDSF for
percent violations). Notices of noncompliance were sent for these violations of IUP
limitations and/or self -monitoring requirements, which include:
BFI, IUP # 1024, late submittal of self -monitoring report;
Carolinas Healthcare System, IUP#1010, pipe 02- 1 TSS and 1 ammonia violations (daily
max);
Galvan, IUP# 1029, 1 flow violation (daily max);
HeiQ Chem -Tex, IUP#1034, 1 temperature violation (daily max);
HCC, IUP#1030, 2 TSS violations (daily max) and 2 TSS violations (monthly avg);
IPG, IUP#2001, 1 TSS violation (daily max) and 1 TSS violation (monthly avg); and
Perdue Farms, IUP #1026, 1 BOD, 2 COD, 3 TSS, 1 ammonia and 1 pH violations (daily
max).
(NOTE: WSACC requires additional mohitoring of SIUs with violations of IUP limits unless the SIU is
sampled on a monthly basis.)
F. Americhem, CMUD, Hillgrove Water Treatment Plant, Organic Dyes and Pigments,
Owens Corning, Star America and Stericycle did not have any violations of their
industrial user pretreatment permits during the reporting period.
During the July through December 2019 reporting period:
G. BFI Waste Systems, IUP#1024, was in SNC for nickel. WSACC issued a NOV and fine
for these violations. WSACC is working with the industry to return to compliance.
H. Heritage Crystal -Clean, IUP#1030, was in SNC for tin and p-Cresol. WSACC issued a
NOV and fine for these violations. The facility has been issued an authorization to
construct for the installation of addition pretreatment units, which is expected to reduce
the p-Cresol. HCC has increased their screening procedures to identify and reduce tin.
I. WSACC amended the IUP for Carolinas Healthcare Northeast on July 15, 2019 to change
the name to Atrium Health Cabarrus. While working on the PAR, WSACC realized the
IUP change had not been sent to DEQ. Therefore, WSACC submitted the Streamlined
IUP Submittal Form to DEQ on February 14, 2020. PERCS provided a streamlined IUP
review acknowledgement email on February 17, 2020 (Enclosure 8).

J. WSACC submitted the permit modification for BFI, IUP#1024 utilizing the Streamlined
IUP Submittal Form. PERCS provided a streamlined IUP review acknowledgement email
on August 29, 2019 (Enclosure 9).
K. WSACC submitted the permit modification for Intertape Polymer, IUP#2001 utilizing the
Streamlined IUP Submittal Form. PERCS provided a streamlined IUP review
acknowledgement email on August 30, 2019 (Enclosure 10).
L. WSACC submitted a permit renewal for Galvan IUP#1029 utilizing the Streamlined IUP
Submittal Form. PERCS provided a streamlined IUP review acknowledgement email on
September 3, 2019 (Enclosure 11).
M. WSACC submitted a permit renewal for CMUD IUP#1031 utilizing the Streamlined IUP
Submittal Form. PERCS provided a streamlined IUP review acknowledgement email on
September 19, 2019 (Enclosure 12).
N. WSACC submitted the permit modification for Intertape Polymer, IUP#2001 utilizing the
Streamlined IUP Submittal Form. PERCS provided a streamlined IUP review
acknowledgement email on November 18, 2019 (Enclosure 13).
O. WSACC submitted a permit renewal for BFI Waste Systems IUP#1024 utilizing the
Streamlined IUP Submittal Form. PERCS provided a streamlined IUP review
acknowledgement email on November 18, 2019 (Enclosure 14).
P. WSACC received approval of two new permits: S&D Coffee -Main Facility, IUP#1044
and S&D Coffee -Commercial Park Facility, IUP#1045. A copy of the approval letter
dated December 11, 2019 from PERCS is enclosed (Enclosure 15).
Q. The following SIUs had a few violations but these did not constitute SNC (see IDSF for
percent violations). Notices of noncompliance were sent for these violations of IUP
limitations, which include:

R. Americhem, CMUD, Hillgrove Water Treatment Plant, and Owens Corning did not have

Waste Reduction Activities:
WSACC participates in the following activities:
Collection of office paper, aluminum cans, batteries, cardboard, electronics, fluorescent
bulbs, glass bottles, ink cartridges, oil filters, aerosol cans, scrap metal, and plastic
containers for recycling.
2. Reuse nonpotable water in the plant for:
a. odor control blowdown and flushing water;
b. dechlorination carrier water;
c. pump seal water;
d. centrifuge back drive and bearing cooling water; and
e. incinerator Venturi scrubber.
3. Recycle heat from the furnace to warm the building.
4. Recycle COD vials used in the laboratory.
5. Reuse waste oil from plant equipment to heat the maintenance building.
6. Recycle the defoamer chemical drums back to the manufacturer.
WSACC's SIUs participate in several waste reduction activities, which are outlined on the
following pages (Enclosure 16). In addition to the information contained herein, the SIUs listed
below have also implemented the following:

Atrium Health Cabarrus has a Mercury Task Force that is continuously looking at ways to
reduce and eliminate mercury within the facility.
2. HCC continues to evaluate/eliminate some of their customers to reduce their COD
loading.
3. Stericycle has increased mercury awareness with their customers and request that they
have zero mercury content in waste handled/processed by Stericycle.

Good Morning Monti,
The HWA for Muddy Creek WWTP is due September 1, 2019. WSACC recently expanded
the MCWWTP and construction was completed this past February. WSACC has observed
improved removal efficiencies since the expansion. Therefore, WSACC would like to request
an extension on the HWA and a new due date of May 1, 2020 to have at least 12 months of

The PERCS Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit
(IUP) modification submitted by the Water & Sewer Authority of Cabarrus County (WSACC) for the
following Significant Industrial User (SIU). The IUP modification was received by the Division on April 12,
2019.

The review indicates that the IUP is adequate and the minimum requirements of 15A NCAC 2H .0905 and
.0916 and 40 CFR 403.8(f)(1)(iii) are met.
Federal and State pretreatment regulations require the local delegated pretreatment program to
effectively control and document the discharge of wastewater from Significant/Categorical Industrial
Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.

The PERCS Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit
(IUP) drop request submitted by the Water & Sewer Authority of Cabarrus County (WSACC) for the
following Significant Industrial User (SIU). The IUP drop request was received by the Division on June 10,
2019.

The review indicates that the IUP drop is adequate, as the industry ceased their operation and discharge
of process wastewater to the POTW and the minimum requirements of 15A NCAC 2H .0905 and .0916 and
40 CFR 403.8(f)(1)(iii) are met.
Federal and State pretreatment regulations require the local delegated pretreatment program to
effectively control and document the discharge of wastewater from Significant/Categorical Industrial
Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.

Hello Monti,
Please find attached the IUP modification for Carolinas HealthCare System Northeast. The
facility requested a name change last July to Atrium Health Northeast. WSACC amended the
permit but I forgot to send it to you. I'm working on the PAR and that's when I discovered the
oversight. This IUP change does not impact the allocation table for the Rocky River Regional
Wastewater Treatment Plant. Please review and approve at your earliest convenience. Thank
