9. Project Description
The project is located at Berth 3, on the north end of the N. C. State Ports Facility, adjacent to the Cape Fear
River, in Wilmington, in New Hanover County. The State Ports Facility tract consists of 334 acres and the
port infrastructure was constructed between 1950 and 1972 to serve as a transport shipping terminal. The
facility currently includes nine (9) ship berths which facilitate operations for container transport, bulk
products and wood pulp shipping, as well as, military supplies, steel sheeting, and miscellaneous supplies and
cargo. The shoreline is stabilized by approximately 3030 linear feet of bulkhead adjacent to the Cape Fear
River, and a pile supported, concrete hardstand or wharf extends into the river to the berth areas. The wharf
is accessible by rail, as well as, vehicular traffic and currently supports the operation of two (2) container
cranes and a wood chip conveyor system.
The waters of the Cape Fear River are classified SC by the NC Division of Water Quality. They are
designated as Primary Nursery (PNA) by the NC Division of Marine Fisheries. There is no shellfish
,,.,-,.resource. The Wilmington/New Hanover County Land Use Plan classifies the upland area as Developed.
The NC State Ports Authority is proposing to upgrade and expand their bulk product handling facilities. The
project area would consist of approximately 15 acres at the northern end of the port. To provide the necessary
space for the project, Transit Shed #3, on the hardstand, and Warehouse #3, on highground, would be
demolished. Two new bulk product storage structures (circabin arrays) would be constructed on the
highground landward of Berths #2 and #3. Each circabin is essentially a storage warehouse in the shape of
a half circle (approx. 450 ft. X 230 ft.), which is divided into five compartments. A dockside
conveyor/hopper system would be constructed across the width of Berth #3 (approx. 420 LF) to receive
incoming product. An inhaul conveyor would transport the product from the dock to a transfer station
conveyor, which has the capacity to select and discharge into any of the compartments of the two circabin
arrays. The dockside and inhaul conveyor systems would be elevated to allow for vehicular traffic. The
applicants have received a Findings Of No Significant Impacts (FONSI - SCH File #00-E-4620-0335) for the
project from the State Clearing House review process. The NCSPA'is `concurrently processing modifications
to existing State permits with the NC Division of Land Quality, NC Division of Water Quality (NPDES
#NCS000174), and the NC Division of Air Quality (Air Permit #4683R17) to accommodate the operation
of the upgraded bulk handling facility.
10. Anticipated Imps
There will be no change in the use of the facility, although the project is intended to expanded and modernize
the State Ports Authority's existing bulk product handling and storage facilities at the Wilmington site. The
project would create approximately 15 acres of highground disturbance. The proposed dockside and inhaul
conveyor/hopper system would be installed over existing concrete hardstand.

other instrument under which the applicant claims
title to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument

permission from the owner to carry out the project.

and cross-sectional drawings) drawn to scale in
black ink on an 8 W by 11 ° white paper. (Refer to
Coastal Resources Commission Rule 710203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area
the site. Include highway or secondary road`(
