APPROVAL of 401 Water Quality Certification
Dear Mr. and Ms. Gregory:
You have our approval, in accordance with the attached conditions, to shade 0.02 of open water in order to
construct a boathouse on your property in Perquimans County, as described in your application received by the Division of
Water Quality on July 16, 2001. After reviewing your application, we have determined that this fill is covered by General
Water Quality Certification Number 3274 which can be downloaded from our web site at http://h2o.enr.state.nc.us/ncwetlands .
This Certification allows you to use your CAMA Permit when it is issued by the NC Division of Coastal Management. In
addition, you should get any other federal, state or local permits before you go ahead with your project including (but not
limited to) Sediment and Erosion Control, Non-Discharge and Water Supply Watershed regulations. Also this approval will
expire when the accompanying CAMA Permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you change your
"project; you must" notify us in writing and you may be required to send us a new application for a new certification. ! If the
propertyis sold, the new owner must be-given a 'copy-of the Certification.and approval letter and is thereby' responsible for
complying with all conditions., If total wetland fills fort is project, (now or in the future.) exceed one_acre, compgensatory
mitigation may be required as described in 1.5A NCAC 2H .0506 (h). For this approval to be valid; .you must followahe
-conditions listed in the.attached.certification -
If you do not accept any of tlii: conditions of this certification, you may ask for an adjudlcatary hearing. You must;
act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petitlori conforming to Chapter
1508 of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-
7447. This certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If you

Project Setting
The site for the development proposal is located at 134 Ainsley Road (SR 1416),
Perquimans County and on the Perquimans River. The site is a 20,700 sq. ft..residential lot in
a waterfront subdivision of similar sized lots with single family dwellings. The lot has a 100.4
ft. shoreline along the Perquimans River that is bulkheaded. Existing structures at the site
include a single family dwelling. Existing structures located over the water and adjacent to the
site include a two story pier house, a pier with a platform at the end, a boathouse and a jet ski
ramp for two jet skis. The end of the pier is approximately 103 ft. from shore and the water
depth at the end of the pier is approximately -3 ft. at normal water level and the bottom is
sandy.
Adjacent property consists of lots with single family dwellings, both with a bulkheaded
shoreline. The property on the north side has a pier approximately 200 ft. long and a jet ski
ramp for two jet skis.
The waters of the Perquimans River are classified as. SB by the Division of
Environmental Management and are closed to shellfish taking.
Development Proposal
. In order to provide shelter for the their 21' Parker boat and jet skis, the applicants
propose to construct a 16' wide and 40' long boathouse with a F overhang for the roof for an
overall dimension of 18' wide and 42' long. The applicants propose to install a lift under the
boathouse for their boat and to construct a hinged ramp to accommodate the 3 personal
watercraft (PWC) that they currently own. The adjacent property owner to the north is
allowing the applicants to store a PWC on his ramp. The existing boathouse is used to store
the applicants' small ion boat and is too small to accommodate the Parker boat.
Anticipated Impacts
The development proposal will result in the coverage and capture of 756 sq. ft. of Public
Trust Waters and Estuarine Waters Areas of Environmental Concern bringing total area shaded
along this 100 ft. of shoreline to 2,258 sq. ft. The development proposal will increase the
total number of slips from 3 to 7. Temporary water turbidity will occur during construction.

We wish to build a sturdy boathouse to house our boat, which is a 21'
Parker and to house our personal watercraft, we have three at this
time. Our desire is to build an attractive, functional structure. The
current boathouse is too small to house our boat, and the lift is not
adequate to lift our boat. I love the river and I love water activities,
but am physically unable to load and unload the boat at the
boatramp. If the boat were housed in a boathouse, such as the one
we propose to build, I will be able to enjoy the boat and the river. It is
not our intention to do anything to harm the environment.
We sincerely hope that you will approve our request. Please let us
know of any concerns that may arise, so that we may address them.

prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of Engineers
regarding that agency's use of larger drawings.) A site
or location map is a part of plat requirements and it must
be sufficiently detailed to guide agency personnel
unfamiliar with the area to the
