1.0 Introduction
The Kittrell Hill Nutrient Offset and Riparian Buffer Mitigation Site (Parcel) is a buffer and other riparian
area restoration project located approximately 1.8 miles northeast of the Town of Farmville off Kittrell
Hill Road, north of HWY 264 in Pitt County, NC (Figure 1). The Bank Parcel Development Package
(BPDP) is being submitted for review under the Kittrell Hill Mitigation Banking Instrument
(MBI) between the North Carolina Division of Water Resources (NCDWR) and EcoTerra, the
Bank Sponsor. The project Parcel is approximately 18.6 acres (810,216 ft2) of a total 80 ac tract situated
along a tributary of Oldwoman Branch, a direct tributary to Little Contentnea Creek. The project is
located in a targeted local watershed (TLW) within the Neuse River basin hydrologic unit code (HUC)
03020203070030 and NCDWR Subasin 03-02-02. The Bank Parcel Development Package (BPDP) is
being submitted for riparian buffer and nutrient offset credit in the service area designated by Neuse River
Basin HUC 03020203 (Figure 8). An expected 369,338 ft2 riparain buffer credits (RBC) will be
generated by the proposed Bank as well as 21,752.990 lbs nitrogen nutrient offset credits (NOC).
The Parcel is located in the headwaters of an unnamed tributary that flows into Little Contentnea Creek,
approximately one and half miles downstream of the project terminus. According to the N.C. Division of
Mitigation Services' (DMS) Neuse River Basin Restoration Priorities (RBRP) document, amended 2018,
the project will support the identified goals for the TLW, as well as the overall HUC. As stated in the
RBRP, restoration of riparian buffers and adjacent riaprian areas to address agricultural runoff is a high
priority for this 14-digit TLW HUC.
The Kittrell Hill Nutrient Offset and Riparian Buffer
Mitgation Site will help to reduce future sediment and
nutrient loading into the unnamed tributary and
downstream Little Contentnea Creek. It will also improve
terrestrial habitats along this stream by establishing a
riparian corridor and allowing the land to undergo natural
succession to forested community types. The area
surrounding the stream is primarily agricultural fields.
The project will restore forested riparian buffers and
adjacent riparian areas to a maximum of approximately
200 feet from the streams and will remove rotating crops
and fertilizer inputs. The restored Neuse River riparian
buffer and surrounding riparian areas will filter runoff
from the surrounding farm fields and provide shading to improve stream temperatures and aquatic habitat.
Invasive vegetation will be treated as needed within the project area to promote native vegetation.
2.0 Mitigation Project Summary
2.1 Project Goals
The major goals of the proposed buffer and adjacent riparian area restoration project are to address
agricultural runoff, including nutrients and sediment, protect the project Parcel in perpetuity, and restore
terrestrial habitat. The detailed goals and objectives are found below in Table 1.

2.2 Existing Conditions and Parcel Viability
Proposed buffer and riparian area restoration will convert approximately 18.0 acres of agricultural fields
along two unnamed tributaries of Oldwoman branch and ultimately Little Contentnea Creek (hereinafter
referred to as UT and UT2, and also referred to as 19-1261A and 19-1261B respectively by the NCDWR
Stream/Buffer Determination) to a functioning riparian corridor. Both UT1 and UT2 are characterized as
ditches further upstream before draining into intermittent stream reaches (Figrue 2). The parcel is
surrounded by fields currently in rotating row crops and early successional herbaceous and woody
vegetation in the near stream region, and designated as agricultural use. UT1 enters the project site from
the headwaters of a small flatwood drainage area, then joins UT2 before going under Kittrell Hill Road
and flowing into Oldwoman Branch.
NCDWR staff visited the project Parcel on November 19, 2019 to determine subjectivity of on -site
resources to the Neuse River buffer rules and their suitability for nutrient offset and riparian buffer
mitigation per 15A NCAC 02B .0240 and the Consolidated Buffer Mitigation Rule (15A NCAC 02B
0.0295), respectively. The NCDWR stream/buffer determination dated November 26, 2019 is located in
the Appendix. The unnamed tributary was determined suitable for nutrient offset and riparian buffer
mitigation in the Neuse River Basin (See Appendix). No changes to the riparian areas adjacent to each
feature have occurred since the NCDWR site visit in November.

The parcel tributary is nearly absent of any regenerating trees or woody shrubs within the riparian buffer.
The tributary flows southwest into an existing riparian corridor along Oldwoman Branch, providing
connectivity for the project including forested, terrestrial, and aquatic wildlife habitats. A drainage
system consisting of pipes perpendicularly placed to the channels at exists to drain excess surface water
from the adjacent fields. The drainage pipes extend between eight and 12 feet in length into the fields.
Several of the pipe inlets appeared to be compromised and are no longer conveying water as designed.
Erosion and sediment -laden runoff is entering the channels in these areas. These pipes will be removed
and stabilized as described in the parcel preparation section below. Both UTs are mapped on the Natural
Resources Conservation Service's (NRCS) 1974 Pitt County Soil Survey (Figure 4) and the 2013 US
Geological Survey's (USGS) Farmville Quadrangle (Figure 1) as stream channels. Historical aerials
denote that land use, including the configuration of both channels, at the Project Site has been consistent
since 1950 (Figure 5).
There are two public use airports within a five -mile radius of the Project; Flanagan Field and Craft Air.
The restoration of upland riparian buffers and adjacent riparian areas is not expected to create issues with
waterfowl for the nearby airports.
A site assessment was conducted by Envionmental Data Resources (EDR) to comply with standards set
forth by EPA, ASTM, and other environmental due diligence requests to evaluate envronmental risk for
the parcel. The report findings determined the site was not located in any Federal, State, or Tribal
environmental databases searched by EDR. Additionally, no known potentially hazardous waste sites
were identified within or immediately adjacent to the project site. The EDR report and historical photo
log is located in the Appendix.
2.3 Watershed Characterization
The Parcel is approximately 2.0 miles northeast of the Town of Farmville on the north side of HWY 264,
as indicated on the Hartsease NC USGS 7.5-minute topographic quadrangle (Figure 1). All water
conveyance features drain into Oldwoman Branch and tributary to Little Contentnea Creek, which is
classified as Class C, swamp waters (Sw), and nutrient sensitive waters (NSW) by NCDWR. The Site is
within a Neuse River TLW (HUC 03020203070030) as described in the DMS 2010 Neuse River RBRP,
amended August 2018.
According to the 2018 RBRP, nearly half of the 37-square mile drainage area consists of agriculturally
related landuses and 42% of the land is either wetland or forested, including 6.3 square miles of
unfragmented forest. The watershed has approximately 8.0% development with 1.2% denoted as
impervious surface. There are 67 miles of stream channels in the drainage area and 41 % of those streams
are not currently buffered. Pitt County remains mostly undeveloped aside from the areas in and
surrounding the City of Greenville. The County's population has increased 6.5% since the 2010 census.

Drainage areas for the on -site stream and riparian areas were determined by delineating watersheds in
USGS Stream Stats. The drainage appearing in Figure 3 shows the watershed boundary for the unnamed
tributary. Table 3 describes the current land use and drainage area for the unnamed tributary.

2.4 Soils and Geology
Elevations at and surrounding the Project Site are nearly level. Soils underlying the area are mapped as
fine sandy loams, and consist of the Aycock, Exum, and Lynchburg series (Figure 4). Specific soil
mapping units are listed in Table 4.

The Aycock (AyB) and Exum (ExA/ExB) soils comprise the majority of the soils underlying the Project
Site at 44% and 41%, respectively. These soils are linear in shape and occur on flats in marine terraces.
The Aycock soil series is well drained and has a water table below 5.0 feet. The Exum soil series is
moderately well drained and has a water table at a depth of 2.5 feet. An image of the printed (MRCS)
1974 soil survey map of the Project is shown in Figure 4.

Geologically, the Project Site is located within the Rolling Coastal Plain of the Middle and Upper Coastal
Plains physiographic province. Broad, flat terraces, adjacent to low -gradient stream channels,
characterize both the Middle and Upper Coastal Plains.
2.5 Vegetation
Vegetative communities within the project area consist of row crops and early successional, herbaceous
and woody vegetation along the streams and ditches that are mowed and maintained. Vegetative present
in the upper reach of UT1 consists of several FACW and OBL species. The wetter areas and near bank
areas have vegetation adapted to wetter conditions in the channel and the interface of subsurface flow
from adjacent agriculture fields.
2.6 Threatened and Endangered Species
The US Fish and Wildlife Service (USFWS) and National Marine Fisheries Service (NMFS) identify six
federally threatened and endangered species under the Endangered Species Act and one species under the
Bald and Golden Eagle Protection Act as potentially occurring in the project vicinity (Table 3). A review
of the NC Natural Heritage Program (NCNHP) data dated December 2019 did not identify any known
occurrences of federally listed species within one mile of the Project Site. A pedestrian survey was
accomplished in October 2019 and determined there was no suitable or critical habitat for any of the listed
species; therefore, the project will have "no effect" on the federally listed species. The USFWS Self -
Certification Letter has been submitted to the USFWS Raleigh Field Office and is included in the
Appendix.

2.7 Cultural Resources
The National Historic Preservation Act declares a national policy of historic preservation to protect,
rehabilitate, restore, and reuse districts, sites, buildings, structures, and objects significant in American
architecture, history, archaeology, and culture, and Section 106 mandates that federal agencies take into
account the effect of an undertaking on a property that is included in, or is eligible for inclusion in, the
National Register of Historic Places.
The NC State Historic Preservation Office's (SHPO) online mapping resource was reviewed to determine
the presence of known historic resources at or near the Project Site. According to the database, six
resources occur within one mile of the Project; two being "survey only" sites, two are "surveyed gone"
site, and two are identified as a "Study List" site. There are no known historical resources within the

Project Site. SHPO was also contacted for concurrence and review of the proposed project Parcel, which
is included in the Appendix.
2.8 FEMA Floodplain Compliance
The Parcel is not located within the 100-year floodplain and will not require FEMA coordination or a
floodplain development permit. The Project will not encroach on the NCDOT right-of-way along Kittrell
Hill Road. There are no other known easements at or near the Project Site that would prevent project
implementation.
2.9 Parcel Constraints and Access
The Parcel can be accessed via a farm field path off of Kittrell Hill Road for long-term access and site
maintenance and monitoring.
There are no other known constraints on the proposed project Parcel.
3.0 Site Protection Instrument and Long-term Management
3.1 Conservation Easement
The property needed to restore the riparian areas, access the easement, and manage the mitigation project
includes 18.6 ac of the parcel listed in Table 6. The Parcel will remain in private ownership, protected in
its entirety by an approved NCDWR long-term stewardship entity, and will be managed under the terms
detailed in an approved NCDWR conservation easement.
3.2 Long-term Trustee
The long-term trustee and manager will be responsible for the periodic inspection of the Parcel to ensure
the conservation easement is upheld and the land protected in perpetuity.
4.0 Mitigation Work Plan
The project design will restore high quality riparian areas along two unnamed tributaries to Oldwoman
Branch and ultimately Little Contentnea Creek. The project will not have any adverse impacts to existing
streams and water conveyances. Figure 6 depicts the planting plan for the Site.
4.1 Parcel Preparation
The land proposed for buffer and riparian area restoration is currently in agricultural production. The
planting rows will be ripped to improve soil compaction prior to planting in the upland areas shown in
Table 8. Pre -emergent herbicide approved for aquatic environments (i.e. Rodeo) will be applied by a
licensed NC pesticide applicator in the tree rows to control potential herbaceous weed competition.

Additional post planting herbicide will be used within the planting rows for at least the first three years as
needed and approved by NCDWR. The fields within the project area contain limited number of invasive
plants and herbicide will only be sprayed in areas where there is an existing population of non-native
invasive plant species.
Abutting and immediately adjacent areas to the top of bank of the stream will not be ripped to prevent
erosion and soil entering the surface water through runoff. As noted in the NCDWR Site Viability
Assessment letter, several existing short twelve -inch galvanized pipes (10-12ft) will be removed and
stabilized. Sediment and erosion control measures may be utilized if necessary in all areas with existing
rills and unstable banks, as well as areas prone to erosion, to prevent any stormwater runoff from entering
surface waters during construction. No DEMLR or local County permits are anticipated for removing the
pipes and stabilizing compromised banks. Planting rows will be established on contour to impede surface
water flows and prevent erosion. Additional sediment and erosion control measures may be utilized if
necessary in other areas prone to erosion to prevent any stormwater runoff from entering surface waters
during construction. In addition, an appropriate temporary seed mix will be applied as necessary to
provide temporary ground cover for soil stabilization and reduction of sediment loss during rain events.
4.2 Restoration Activities
The vegetation plan for the restoration areas will include restoring native tree species with bare root
seedlings and seeding in the active farming areas. The Parcel will be planted to replicate a Coastal Plain
Small Stream Swamp (blackwater subtype) and Floodplain riparian community with generally one
planting zone that contains both floodplain and mesic species along with near bank stream species.
Proposed tree species are shown in Table 7. Seeding will not be applied to areas with an existing native
herbaceous layer.

Trees will be planted at a density sufficient to meet the performance standards outlined in the Rule 15A
NCAC 02B .0295 of 260 trees per acre at the end of five years. Initial planting densities will be between

600-800 trees/ac. No individual tree species will be planted greater than 50% of the proposed stems. An
appropriate temporary seed mix will also be applied and potential species are found in Table 7. An
appropriate permanent seed mixture will be planted that may include species appropriate for beneficial
pollinators, or act as larval hosts for pollinators such as butterflies (i.e. big bluesteam). Planting is
scheduled to begin in the winter of 2020. Following planting of the restoration areas an as -built report
will be submitted to NCDWR documenting the mitigation work plan to date.
4.3 Determination of Credits
Credit generation on the parcel shown in Table 8 and Figure 7 are based on the top of bank of two
unnamed tributaries and two agricultural ditches. All areas within 200 linear feet and landward of the top
of banks will be planted and accounted as a type of mitigation or nutrient offset credit. The Kittrell Hill
Parcel will generate a toatal of 369,338 ft2 of Neuse Riparian Buffer credits. Additionally, it will generate
416,873 ft2 (21,752.990 lbs-Nitrogen) of nutrient offset credits. Credit generation on the Parcel is
summarized in Table 8. Credit reductions occur at both UT1 and UT2 ditch reaches according to the
Diffuse Flow Memo (NCDEQ, August 19, 2008).
Of the 786,211 ft2 of riparian restoration on this Parcel, 293,053 ft2 is located within 101-200 ft. Credits
within this area are being requested for Nutrient Offset credits and therefore, cannot be converted and
transferred into riparian buffer credits in accordance with the MBL However, the 369,338 ft2 located
within 0-100 ft on this Parcel can be used for either riparian buffer credits or nutrient offset credits, but
not both. Details on the credit generation summary are provided in Table 8. The Sponsor must request
and receive approval from DWR prior to any credit conversions and transfers to the credit ledgers. With
each conversion and transfer request submitted to the DWR, the Sponsor will provde all updated credit
ledgers showing all transactions that have occurred prior to the date of the request.
5.0 Maintenance and Monitoring Plan
The maintenance and monitoring plan was developed to demonstrate required performance standards and
success criteria are met and project goals and objectives are achieved.
5.1 Performance Standards
The performance standards for the proposed project follow approved ciriteria presented in the
Consolidated Buffer Rule (15A NCAC 02B .0295). Annual monitoring and semi-annual site visits will
be conducted to assess the condition of the finished project. Performance standards will be evaluated
throughout the five-year post -construction monitoring period and summarized annually in a monitoring
report. This annual report shall provide project data and chronicle issues that arise during the five-year
montiroing period. The Sponsor shall submit annual monitoring reports to NCDWR by December 31St of
each year for at least 5 consecutive years until project close-out, and will follow the terms and conditions
of the Kittrell Hill Mitigation Banking Instrument (MBI).

5.2 Monitoring
Permanent vegetation monitoring plots will be established and assessed within the restoration areas to document the
survival and vigor of the planted trees. Plots will be randomly placed throughout the planted restoration areas. A
total of seventeen (17) plots will be established within the planted restoration areas (Figure 6). The Consolidated
Buffer Rule (15A NCAC 02B .0295) requires survival of at least 260 stems per acre at the end of a five year
monitoring period. Seventeen (17) vegetation monitoring plots will be placed throughout the Site to document tree
survivial. Vegetation monitoring will follow the CVS-EEP Protocol for Recording Vegetation (2008).
Reference photographs of vegetation plots will be taken each year and there will be an additional five (17)
photographs taken to document project condition and easement integrity. These photos will be taken at the same
location and direction each year. Plots will be identified with flagging and durable PVC or metal markers during
the monitoring period.
Visual assessments will be performed twice a year during the five years of monitoring. Areas of concern, low stem
density, invasive species or easement encroachment, will be mapped and photographed and described in the
monitoring report. Problem areas will be re-evaluated during subsequent site visits.
Table 9 summarizes the proposed monitoring plan components associated with this project.

The first annual report documenting the first growing season will be completed at least five months after planting
has occurred and no earlier than the fall season. Species composition, height, and survival rates will be assessed for
each monitoring plot and included in the annual report. Upon NCDWR approval, desirable native volunteer species
may be included in the overall tree density for the Parcel to meet performance standards and success criteria.
5.3 Parcel Maintenance
Actions will be taken to correct issues identified in the annual monitoring reports that jeopardize the success of the
project such as tree survival and easement encroachment. Parcel maintenance activities will be included in annual
reports. As noted in the Parcel Preparation section, effective herbicide application is critical to success of
restoration areas, primarily historical agricultural land. Herbicides used will be aquatic approved as necessary and
applied in accordance with the NCDA rules and regulations by a qualified NC licensed pesticide/herbicide
applicator. If deemed necessary, mowing within Zones 1 and 2 of the Neuse basin buffers requires prior approval
from NCDWR. It is anticipated mowing will be necessary on this historical agricultural land dedicated for
restoration.
5.4 Parcel Boundary Maintenance
Conservation easement boundaries will be clearly marked with fencing, posts, paint, or other permanent material,
and will include appropriate contact information on the boundaries. Boundaries between the easement and
the remaining parcel in agriculture will ensure project protection and prevent encroachment. Boundary installation
will occur at least by the completion of Task 2 as shown in Table 10. Boundary markers incidentally destroyed,
damage, or disturbed will be repaired and/or replaced as needed during the monitoring period and in the future
under long-term trustee management. All easement boundaries will be monitored twice a year as part of

monitoring activities. Any easement encroachment or maintenance performed will be included in annual
monitoring reports.
6.0 Financial Assurances and Credit Release
6.1 Performance and Maintenance Bonds
Following approval of the Kittrell Hill Bank Parcel Development Package, the Sponsor shall provided a
Performance Bond from a surety that is rated no less than an "A-" as rated by A.M. Best. The Performance Bond
amount shall be 100% of the estimated cost for implementation of the project as described in the BPDP, but not less
than $150,000.00. In lieu of posting the performance bond, the Sponsor may elect to construct the project prior to
the first credit release. In that case no performance bond will be necessary.
After completion of the restoration/construction, a separate Performance/Maintenance Bond will be secured for
100% of the estimated cost to implement the maintenance and monitoring plan for a term of one year and be
extended annually for a minimum of five years. Upon NCDWR approval, this may be lowered each year based on
the adjusted cost to complete the monitoring. Performance bonds for monitoring shall be renewed at least annually
to cover the next years monitoring period, with confirmation of renewal provided to NCDWR with each annual
monitoring report when applicable. NCDWR reserves the right to alter the credit release schedule if monitoring
reports are submitted without proof of bond renewals when applicable.
6.2 Credit Release
Upon approval by NCDWR, mitigation credits associated with the project will be released according to following
schedule outlined in Table 10.

Dear Mr. Griffith,
On September 25, 2019, Katie Merritt, with the Division of Water Resources (DWR), received a
request from you on behalf of EcoTerra Partners (EcoTerra) for a site visit near the above -referenced
site in the Neuse River Basin within the 8-digit Hydrologic Unit Code 03020203. The site visit was
to deternune the potential for riparian buffer mitigation and nutrient offset within a proposed
Easement Boundary, which is more accurately shown in the attached map labeled "Figure 4-Propsed
Project Map" prepared by EcoTerra. On November 11, 2019, Ms. Merritt performed a site
assessment of the subject site. Staff with EcoTerra were also present.
Ms. Merritt's evaluation of the features onsite and their associated mitigation determination for the
riparian areas are provided in the table below. This evaluation was made from Top of Sank (TOB)
and landward 200' from each feature for buffer mitigation pursuant to I 5A NCAC 02B .0295
(effective November 1, 2015) and for nutrient offset credits pursuant to 15A NCAC 02B .0240.

mitigation activities in riparian areas and/or surface waters.
All vegetative plantings, performance criteria and other mitigation requirements for riparian
restoration, enhancement and preservation must follow the requirements in 1 SA NCAC 02B .0295 to
be eligible for buffer and/or nutrient offset mitigation credits. For any areas depicted as not being
viable for nutrient offset credit above, one could propose a different measure, along with supporting
calculations and sufficient detail to support estimates of load reduction, for review by the DWR to
determine viability for nutrient offset in accordance with 15A NCAC 02B .0240.
This viability assessment will expire on December 17, 2021 or upon the submittal of an As -Built
Report to the DWR, whichever comes first. This letter should be provided in any nutrient
offset, buffer, stream or wetland mitigation plans for this Site

Project Description: The project involves the restoration and protection of riparian
buffers along two unnamed tributaries to Oldwoman Branch, located northeast of Kittrell
Hill Road, Farmville, NC. Land disturbing activities include site preparation for planting
trees, with minor grading to remove existing draining pipes in place along the tributaries
within an approximate 18.6 acre project easement.
The NC State Historic Preservation Office's (SHPO) online mapping resource was
reviewed to determine the presence of known historic resources at or near the
Project Site.
According to the database, six resources occur within one mile of the Project; two
being "survey only" sites, two are "surveyed gone" site, and two are identified as a
"Study List" site (Figure 5).
There are no known historical resources within the Project Site.
No historic property alteration is proposed with the project as planned. Historical landuse
has been agriculture for the past nearly 80 years according to historical aerials from
NRCS. The project conservation easement will ultimately be transferred to a land trust
for long-term stewardship.
