The attached plans look fine to me but I would like for you to include the visual monitoring requirement in their 401 certification (for all the SW outlets, swales, and the discharging points into the buffer). I think monitor them for 2 years is sufficient unless we found some issues during the monitoring period. Thanks! I highlighted the items that are applicable to your project. The curb and gutter design criteria is under Item (2)(d)• Here is the link to DEMLR's BMP design manual (level spreader is under C-9): https://deg.nc.gov/about/divisions/energy-mineral-land-resources/energy-mineral-land-permit-guidance/stormwater- bmp-manual Also, NCDOT has some useful design ideas and information for their lever spreader, preformed scour hole, and dry basin (https://connect.ncdot.gov/resources/hydro/HSPDocuments/2014 BMP Toolbox.pdf). Look under Chapters 3 through 5. One thing I want to point out to you, the buffer rules require that concentrated runoff be converted to diffuse flow before the runoff enters the Zone 2 of the riparian buffer. This is how providing grass swales and vegetated areas prior to entering the buffer zone can help you meet this requirement. If there are some critical areas where this cannot be met, you will need to provide justification for the proposed outlet location. Additional measure(s) may be provided to ensure non -erosive discharge and protection of the receiving stream. This unique situation only happens in a couple small locations within the Jordan Watershed but it is pretty common in the Neuse watershed so we've been dealing with it for years. Item (8) of the Jordan Buffer Rules requires that "diffuse flow of runoff shall be maintained in the riparian buffer by dispersing concentrated flow prior to its entry into the buffer". That is why I requested a set of plans that shows diffuse flow will be met for the project. Here's a memo that explains what meets the definition of diffuse flow. As I mentioned, Chonticha McDaniel is our 401 stormwater engineer and will be the one who reviews the diffuse plans. I've copied her on this email so she knows about the project. You can copy her when you submit your response to the addinfo letter, that way she'll have a copy of the stormwater info as soon as possible.
