PAR Narrative for 01/01/2019-12/31/2019
General Program
The City of Morganton WWTP was involved in a major construction project to upgrade and
renovate the facility located at 1000 Vine Arden Road. Construction has now been completed on
that phase.
Drought
The City of Morganton is no longer in any water restriction use.
General Permits
No permits lapsed or expired in 2019.
Case Farms# 1098
Case Farms continues to be a valuable customer to the City of Morganton. Case Farms has done an
outstanding job in 2019,and is a very proactive industry. Case Farms had only two compliance
violation in 2019. Case Farms also had a SNC violation on the second half of 2019. For the Sewer
Use Ordinance,this had a pass through interference to the POTW in October 2019.Notice of
Violation was published in local newspaper on 2/5/2020. Pollutants of Concern(POC) sampled
entered on the Industrial Data Summary Form(IDSF), for Head works analysis(HWA) in the
second half of 2019.
Seiren#4002
Seiren is one of the City of Morganton's larger water and wastewater customers. Seiren is very
cooperative with the City of Morganton's Pretreatment program. Seiren North America has an
excellent compliance record,with only two compliance violations for the entire year of 2019, and is
a vital component to the local economy. Pollutants of Concern(POC)sampled entered on the
Industrial Data Summary Form(IDSF), for the Head works analysis(HWA)in the second half of
2019.
Overall View
Our local SIU industries seem to be able to remain steady. Support for the Pretreatment Program
among the other industries remains strong. The total number of NOV's issued to SIU's in 2019
was 4,down from 12 in 2018. The City of Morganton wishes all of our local industries continued
success.
Other
Pretreatment Program Info Database has error on CIU's should be zero since Leviton had permit
drop in 2018. The Historical SNC Report was not received.

Waste Reduction in 2019
City of Morganton - Encourages and participates in the
recycling of plastics, glass, aluminum, newspaper and
corrugated cardboard at drop off sites in the City.
The City of Morganton also recycles printer cartridges and
provides a drop off box for mercury thermometers at City
Hall.
