Dear Madam or Sir, Enclosed for your review is the 2019 Annual Report for the monitoring and reporting of the Biosolids Land Application Program for the NCDPS Odom Correctional Institution as required by 40 CFR-503 Regulations. We were compliant this past year with the Land Application Program at Odom C.I. I notified Rick Trone, Environmental Specialist II, with NCDEQ prior to each application event to meet our 24-hour notice requirements and for his professional input should he have desired to share it. All applications occurred on clear days with zero rainfall in the past 24 hours. On Friday, December 61h, 2019, the site was visited by Mr. Gary Kreiser, NCDEQ Soil Analyst, in regards to checking the soil conditions facility wide, with particular focus upon tract B. This was important for renewing our land application permit. He also wanted to check tract A since it was in the flood plain and a recent DOT project had placed a public access road through the tract. He found that tract A should remain unused except during the dry season of the year and that we were underutilizing Zone 3 of tract B. The soil in all areas was acceptable. Based upon his findings, I expect a renewal with some seasonal limitations upon tract A and I or whoever takes over this next year should redirect Odom's applications to include more upon Zone 3 since its soil was the best of all the zones in tract B. For best results, mix the lime into the top 6 to 8 inches of soil several months before planting.
