This approval allows you to construct: 1) a private boat ramp (12' X 30') extending approximately 10' waterward of outer marsh or 15' waterward on normal high water (nhw) 2) a pier (4' X 18' long pier with a 12' X 18' long dock at the waterward end) 3) and a 43 linear feet of bulkhead landward of the coastal wetlands This approval is only valid for the purpose and design that you described in your CAMA application dated July 5, 2001 received by the Division of Water Quality (DWQ). After reviewing your application, we have determined that this activity is covered by General Water Quality Certification Number 3301. This Certification allows you to use your CAMA Permit when it is issued by the NC Division of Coastal Management. Please keep in mind that there may be additional Federal, State or Local regulations applicable to your project, such as (but not limited to) Sediment and Erosion Control, Non- Discharge and Water Supply Watershed regulations and Coastal Stormwater. In addition, this approval will expire when the accompanying CAMA Permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your CAMA application date July 5, 2001. If you change or modify your project, you must notify the Division (DWQ) in writing and you may be required to send us a new application for a new certification. If the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification and the additional condition listed below. 1). PROJECT DESCRIPTION The applicants property is located at 9094 9th Street, within the Town of Surf City, in New Onslow County. The property is located adjacent to a man-made canal off the Atlantic Intracoastal Waterway (Topsail Sound) and is in the area of Surf City, known locally as Old Settler's Beach. This man-made canal is the northern most of a series of seven canals which start just north of the Pender/Onslow County line. The high ground property is a residential lot approximately 55' wide by 150' deep. The elevation of the property is approximately 3' above normal high water. The lot is flat and currently has on it a double wide mobile home and storage shed. The lot has approximately 55' of shoreline along the man-made canal. Along this shoreline is a border of coastal wetlands averaging approximately 10' in width. The upper half of this area is vegetated primarily with high marsh species consisting of Sea Ox-eye (Borrichia frutescens) and, Salt-meadow Grass (Spartina patens). The lower half is vegetated with Smooth Cordgrass Marsh (Spartina alterniflora). The man-made canal measures approximately 100' across aft he, property. The waters of the canal are classified "SA" by the Division of Water,Quality. The area is not designated a Primary Nursery Area and is closed to the taking of shellfish. The applicants are proposing to construct a boat ramp along the northeast side of the property. The boat ramp would measure approximately 12' wide by approximately 30' long and would extend approximately 10' waterward of outer edge of marsh or approximately 15' waterward of normal high water. The applicants are also proposing to stabilize'the shoreline of the property by constructing approximately 43 linear feet of bulkhead landward of coastal wetlands. Also proposed is a 4' wide by 18' long pier with a 12' wide by' 18 ` long dock at the waterward end. Water depths at the end of the structure would be approximately 20" at low tide. 10. ANTICIPATED IMPACTS The proposed new boat ramp would result in the incorporation of approximately 60 sq. ft. of high marsh vegetation, approximately 60 sq. ft. of Smooth Cordgrass and -approximately 120 sq. ft. of shallow bottom within the canal. Additional high ground disturbance of approximately 550 sq. ft. can be expected for installation of the landward end of the ramp and -for the bulkhead tie back and anchor system. The proposed dock would incorporate approximately 219 sq. ft. of public 'trust area, can be constructed within the applicant's area of riparian access and would not extend more than 25 % of the width of the canal.
