As such, we are submitting a narrative that contains information on the SIUs, the Pretreatment Program Information Database Form and the PPS Form. Donnell, PE Capital Projects manager, Envirolink, Inc. 4700 Homewood Court, Suite 108 Raleigh, NC 27609 General Program Information: The Pretreatment Program is now in its third year. Of major significance in 2019, one of the previous SIUs, Trinity Frozen Foods, requested and received permission to be dropped from the Town's pretreatment program because it was no longer discharging to the Town. The drop request was officially approved on July 2, 2019. Also of significance, the Town hired a consultant to complete a detailed headworks analysis as required by regulation. We are studying the conclusions of the HWA, especially as they relate to the Steven Robert IUP (002). The HWA, short term monitoring plan, sewer use ordinance, enforcement response plan, industrial waste surveys and industrial users permits are all up to date. Dates in the Pretreatment Program Info Database (attached) have been updated and are correct. General Permit Information: • Trinity Frozen Foods IUP was issued to Trinity Frozen Foods on 02/21/17. It was modified on 12/11/17 and re -issued. As stated previously it was terminated effective July 2, 2019 due to zero discharge to the Town. • Steven Roberts Original Deserts IUP was issued to Steven Roberts Original Deserts on 02/21/17. It was modified on 12/11/17 and re -issued. It is effective until 07/31/2020. SIU Information: Trinity Frozen Foods. The Trinity Frozen Foods IUP (001) was dropped from the program. Steven Roberts Original Deserts. Steven Roberts Original Deserts bakes cake products and distributes them to various markets. Process wastewater is separate from domestic sewage and flow to a large (10,000 gallon), pre -cast grease trap. Effluent from the grease trap flows to the Town's collection system. Samples are collected at the Town manhole where Steven Roberts effluents enters to collection system. While Steven Roberts has violated its permit limits in 2019, The Town has been working to ascertain whether the limits may be raised, since it is otherwise a willing participant in the program and a vital part of the Town's economy. It continues to maintain its facilities in top condition and pays required surcharges on time. Conclusions from the HWA indicated that SR's permit limits may be increased to actual discharge amounts without resulting in NPDES violations. We have found this to be borne out by the performance of our Wastewater Treatment Facility. We will work with PERCS early in 2020 to determine the best course of action. In the meantime, SR continues to investigate methods to reduce both BOD and TSS. The Steven Roberts production facilities were inspected by the Town in November 2019. No deficiencies were noted.
