Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: S&EC completed a wetland delineation and Neuse River Buffer evaluation for the entire property in order to identify natural resources so that impacts could be avoided & minimized to the mapmum eMent practicable. Proposed impacts include two (2) road crossings, two (2) Stormwater Control Measures (SCM) discharge outlets and one (1) multi -use path. Impact area 1 is a proposed road crossing necessary for access to the property from the north, Morrisville Parkway. Proposed impacts include permanent wetland and riparian buffer impacts. This access/entrance location was determined so that the site access aligns with the existing school entrance to the north and the existing median break on Morrisville Parkway. Shifting the road crossing to the west to avoid/minimize impacts would result in traffic safety operation concerns with opposing left turn movements. Fill slopes have been proposed at a 2.5:1 to minimize wetland and riparian buffer impacts. Impact area 2 is proposed permanent wetland, stream and riparian buffer impacts for a road crossing. The proposed culvert was extended to the upstream toe of the former pond dam that was previously breached by others to minimize erosive conditions and avoid safety concerns with the ebsting sheer slopes of the dam breach. The downstream slope has been designed at a 2.5:1 to minimize stream and riparian buffer impacts. This road crossing location was identified to utilize the degraded dam breach area and the "daylighted" stream. Impact areas 3 and 5 are proposed permanent riparian buffer impacts for Stormwater Outfalls (SCMs). Impact area 3 will drain from SCM wet pond 2 while Impact area 5 will drain from SCM wet pond 3. These impacts are necessary to minimize/avoid erosion from the SCM's. The ouffall locations have been designed belowwetlands 5 & 6 to avoid erosion and scour to the wetlands. Impact area 4 is proposed permanent riparian buffer impact necessary for grading activity needed to construct a multi -use path. There is an ebsting 6' sidewalk along the road that is being widened to serve as a 10' multi -use path. There will be no new imperviousness added to Zones 1 & 2 of the riparian buffer. All temporary stream impacts will be brought back to pre construction stream bed elevations and the stream banks will be stabilized. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Erosion control measures such as Tree Protection Fences, Silt Fencing, Sediment Basins and Diversion Ditches Will be utilized. The draft states that many private developments are unlikely to cause cumulative impacts, including projects such as urban in -fill, most residential subdivisions and small commercial developments as well as agricultural and silvicultural operations. The Carpenter Square Townhome project is a residential development. Additionally, the project is located within the Town of Cary ETJ, therefore the following regulations will be used to protect downstream waters: 1) the Neuse River Basin Riparian Buffer Protection regulations require limited development within the riparian buffer area in addition to "diffuse flow" requirements at a minimum and could require Best Management Practices that control Nitrogen if diffuse flow cannot be achieved; and finally (2) the Phase II NPDES Stormwater Permit Program, this program includes permitting requirements for Municipal Separate Storm Sewer Systems (MS4s) in addition to post -construction stormwater management requirements.
