Peak Engineering & Design has completed a wetland impact analysis for the
aforementioned project and has determined the impacts for the wetlands on site are justifiable.
The proposed development sits on an undeveloped wooded area, approximately 4.0 acres.
The proposed project is for a number of new storage units, parking, a small office and other
common elements of site design. The site is located within the City of Durham's planning and
review jurisdiction. Therefore, the project must follow Durham's development requirements,
including stormwater controls. The property was evaluated in 2016 by both the City of Durham
and the US Army Corps of Engineers. The two agencies determined there are no buffered streams
on the property, however there is a small pocket of wetlands on site. There are a number of reasons
for impacting the wetlands. However, the proposed impacts should be permitted.
1) The site is relatively small in nature with approximately 10 feet of elevation change
across the property. The site will be using proposed structures, and a retaining wall to
keep disturbance outside the right of way and perimeter buffers required by the City.
Doing so will minimize the wetland impacts to the approximately 1,840 sf of wetlands
on the property.
2) The site is adjacent to the Kit Creek Commons development. The project will utilize
the existing wet pond to provide required stormwater treatment(s). Doing so reduces
the necessary disturbed area for the project.
By utilizing the above items, the project is able to stay within the limits of the property.
Extending the limits of disturbance farther to the west, into the right of way, would require
additional impacts to wetlands.
