Sittema The Erosion and Sedimentation Control Plan submitted for the above project has been reviewed and is approved with performance reservations as listed on the next page. This approval is conditioned upon the knowledge that these Best Management Practices may fail to meet the soil erosion and sedimentation control as required. If these planned Best Management Practices fail, the site will be in violation of the Gaston County Soil Erosion and Sedimentation Control Ordinance (Section 18(k) and the Sedimentation Pollution Control Act of 1973. (G.S. 113A-61.1(c))). Please be advised that the Ordinance (Section 18 (c) and Title 15 NCAC 04B.0127(b) requires that a copy of the approved Soil Erosion & Sedimentatioin Control Plan be on file at the job site. This letter is also Notice required by the Ordinance (Section 21) and G.S. 113A-61.1 of our right of periodic inspection to insure compliance with the �pcpceo�fad GGFRhd approval of this plan is conditioned upon your compliance with Federal and State water quality laws, regulations, and rules. In additionm, local city or county ordinaces or rules may also apply to this land -disturbing activity. This approval does not supercede any other permit or approval. As of April 1, 2019, all new construction activities are required to complete and submit an electronic Notice of Intent (NOI) form requesting a Certificate of Coverage (COC) under the NCGO10000 Construction Stormwater General Permit. This form MUST be submitted prior to the commencement of any land disturbing activity on the above named project. The NOI form and additional information regarding this permitting process may be accessed at deq.nc.clov/NCG01. Enclosed is your Certificate of Approved Plan that must be posted on the primary entrance of the job site before construction begins and until establishment of permanent groundcover. After commencement of this project, if it is determined that the Soil Erosion & Sedimentation Control Plan is inadequate to meet the requirements of the Ordinance (Section 18 (c)(f) and G.S. 113A-51 through 66), this office may require revisions to the Plan and implementation of the revisions to insure compliance. Please note that this approval is based in part on the accuracy of the information provided in the Financial Responsibility Form which you have provided. You are requested to file an amended form if there are any changes in the information included on the form. Please notify our office (704-922-4181) at least 48 hours before commencement of the land -disturbing activity (Ordinance Section 8 (e)). Soil Erosion & Sedimentation Control Plan Review Reasons for Approval with Performance Reservations (1) Design limits appear to be exceeded for silt fence along the eastern site perimeter, however stone silt fence outlets have been shown to help relieve pressure from the silt fence Close monitoring will be needed to ensure proper functionality.(2) Ensure diversion ditches remain in -place in phase 2 and are adjusted as needed to convey sediment -laden runoff to the sediment basin for as long as possible. (3) Sediment basin baffle placement will need to be adjusted to ensure runoff entering the basin via the eastern diversion ditch does not discharge directly to the skimmer device. Staff review of the plans and specifications determined that the project, as proposed, will comply with Gaston County's Stormwater Ordinance. The Gaston County Stormwater Permit number, 000000252 is approved. Your Stormwater Permit shall be effective from the date of issuance and shall be subject to the conditions and limitations as specified therein. Please pay special attention to your Operation and Maintenance requirements. Failure to establish an adequate system for operation and maintenance of the stormwater management system will result in future compliance problems. Section 11, As -built Plans and Specifications, of the Stormwater Ordinance shall be validated at completion of the project. Note that a Certificate of Compliance or Occupancy will not be issued without as -built plans or certification of previously submitted plans. Be advised of the annual inspection report, maintenance agreement/restrictive covenant, and record easements for access, maintenance, and inspections required under Section 18, Assurance that Improvements will be Maintained, in Gaston County's Stormwater Ordinance. If any parts, requirements, or limitations contained in this permit are unacceptable, or you need additional information concerning this permit, please contact Gaston Natural Resources Stormwater Division at (704) 922-4181. This approved plan shall become null and void if no progress is realized on -site within six months after the date of approval (Section 7.p).
