Richmond County Combustion Turbine Plant -- Certificate of Coverage NCG500594 NPDES General Permit NCG500000 Notice of Renewal Intent Application Amendment Dear Mr. Weaver: Progress Energy Carolinas, Inc. is hereby amending the current Richmond County Combustion Turbine Plant Notice of Renewal Intent to redirect any discharge from existing cooling water basin drift/splash from Outfall 001 to Outfall 003 and to redirect the discharge of the inline demineralization and gas transfer membrane system from Outfall 002 to Outfall 001. These changes do not change the coverage under the general permit for this site. Grading for the new combined cycle unit, previously permitted, will alter the flow pattern near the cooling water basin. The new gradient will direct any splash/drift that could come from the basin into drainages that will ultimately flow to existing Outfall 003. There will be no change to the chemical make- up or estimated flow of this discharge from this outfall. The discharge from the inline demineralization and gas transfer membrane system is composed of gaseous, demineralized water which is currently directed to the heat recovery steam generator (BRSG) blowdown sump. The Richmond County Combustion Turbine Plant would like to redirect this discharge to existing Outfall 001. There will be no new chemical additions to this waste stream as part of this change but the estimated flow for this outfall would increase from 25,000 GPD to 35,000 GPD.
