The purpose and need for the Project is to improve flood control by upgrading the existing storm drainage infrastructure and to reduce channel erosion. The upgrades include replacing multiple culverts and pipe systems, stabilizing eroding stream banks on several reaches and maintenance of currently serviceable rip -rap at several locations. The Project is located in the Revolution Park neighborhood area, originating at the intersection of West Boulevard and Remount Road in west Charlotte (Figure 1). The Project's center is near the intersection of Berryhill Road and Parker Drive, approximately 0.2 miles east of where Remount Road and Parker Road intersect. The project terminus is a tributary outfall at Irwin Creek located in Revolution Park (Figure 2). A Jurisdictional Determination (Action 113 200901568) for this project was issued by Mr. Steve Chapin on November 9, 2009. Ms. Amanda Jones issued Nationwide permits (Action ID 2012-01844) for the project on November 15, 2012. Mr. Charles Wakild issued Water Quality Certifications (DWQ No. 12-0933) for the project on November 15, 2012. Both the jurisdictional determination and the nationwide permits expired in November 2014 prior to project completion. A brief history of the project follows. Under the original permit impacts to jurisdictional waters of the U.S. within the Project boundaries were reduced to the maximum extent practicable. Multiple alternatives, including varying amounts of rip rap and pipe, were evaluated for the Project. After numerous plan reviews, channel enhancements were utilized on project streams, reducing permanent stream impacts to 97 linear feet. Construction began November 2013 and as of August 2015 channel enhancements and culvert replacements were completed, with the exception of the culvert at the Norfolk Southern railroad right of way. In May 2014 unforeseen complications within the Norfolk Southern railroad right of way delayed culvert installation. Due to the presence and nature of the rock profile below the railroad tracks, jack and bore operations beneath the tracks ceased at the direction of Norfolk Southern. In lieu of the original jack and bore method field conditions dictated a new design utilizing a hand -tunneling operation. After a lengthy design approval process, work resumed within the railroad right of way. Unfortunately, while installing the interlocking sheet pile shoring for the required tunneling pit, the Contractor encountered bedrock, preventing the Contractor from advancing the sheet pile to the required depth to withstand the design surcharge loads from the railroad tracks. This required another design revision for the shoring and culvert installation. The new shoring method, currently under review by the railroad, will allow for shoring methods other than interlock sheet piles. It is anticipated Norfolk Southern will authorize the new shoring and installation methods in May 2016. • (h To report pollution or drainage problems, call: 311 (91ARI017T. http.//stormwater.charmeck.org Since the suspension of construction activities at the Norfolk Southern railroad crossing CMSWS has identified several project areas requiring maintenance and/or repair. Proposed actions to be performed under this request include the following: - Replacement of existing culvert at Norfolk Southern RR (Flowe Property, plan sheet 3 of 12) - In order to implement the new shoring and culvert installation method the channel will be relocated to the newly installed culverts. The existing culverts will remain in place. - Maintenance of Revolution Park Channel (Phase 11, plan sheet 4 of 31) - Maintenance activities will include sediment removal from previously installed, serviceable rip rap. Removal of this sediment will improve storm water conveyance and enable the rip rap energy dissipator to function as intended. - Maintenance of Barringer Channel (Phase II, plan sheet 5 of 31) — Maintenance activities will include channel grading to tie to culvert inlet, stream bank stabilization, supplement and replacement of currently serviceable rip rap. - Maintenance of West Boulevard channel (Phase 11, plan sheet 6 of 31) — Maintenance activities will include supplement and replacement of currently serviceable rip rap. - Repair of Fordham Channel (Phase 11, plan sheet 21A of 31) — Activities will include repair of original work, stream bank stabilization, and channel enhancements using natural channel design techniques. The attached Revised Stream Impact Summary Table provides an inventory of impacts associated with the as -built condition and currently proposed activities. The attached project plans exhibit the proposed Norfolk Southern railroad crossing, proposed channel repairs, and the originally permitted impact areas.
