There is currently 1,200' within a culvert under the existing apron which was constructed in the mid- 1980's. Upstream of that apron are 821' of stream that will not be impacted by this proposal. Of the downstream 1,166' this proposal will pipe 841' (see attached Figure 6 °stream length°). 3d. Explain the purpose of the proposed project: The purpose of work proposed is to serve the additional aircraft equipment growth related to increases in aircraft squadrons, as directed by the President and authorized by Congress, and evaluated in the EIS (NAVFAC Mid - Atlantic 2009). The specific purposes are to construct facilities to accommodate aircraft maintenance, storage, and deployment/landing, as well as staff driving/parking their cars to /at the facility. Additional details regarding purpose and need were in the FEIS submitted with permit SAW- 2010 -01797. 3e. The proposed culvert has been shortened to the maximum extent practicable to meet the airport requirements. Additional design practices to reduce impacts to water quality are discussed in Appendix 1 and the FEIS of issued SAW - 2101 -01797. 1 b. During construction, silt fences will be erected between work areas and the unnamed jurisdictional stream. Silt fences will be inspected weekly and maintained as needed. If dewatering, turbidity screens, hay bales or other control devices will be used to insure that the quality of water from the discharge meets state standards. All other best management practices regarding sedimentation and erosion control methods will be implemented as specified by NCDWQ. Prior to construction wetlands near work areas will be clearly marked in the field. The field supervisor will monitor contractor activities to ensure that no equipment crosses into wetlands downstream of the proposed culvert terminus. Care will be taken in the final position and alignment of the culvert outfall to reduce potential scour during peak high flow rainfall events. 2. PROJECT INFORMATION & PRIOR PROJECT HISTORY 3a. - Existing Conditions Historic Relocation of Stream The unnamed tributary of Southwest Creek was relocated in the early 1980's to the present location. The existing concrete apron and hangers were constructed in that time frame (Figures 3 & 4). Prior to 1984, the Corps of Engineers Nationwide Permit for "work above the headwaters " had no notification or area of wetland impact limits. The Onslow County permit coordinator with the Corps of Engineers, Wilmington District Regulatory Branch at the time, would have been either Ken Jolly or Ernie Jahnke, now both retired. There may not have been any correspondence with MCAS New River related to the historic work because of the conditions of the nationwide permit that was in effect at that time. Soils - A review of the Web Soil Survey indicates a "contour line" of Pactolus and Marvyn series that approximate the original location of the unnamed tributary prior to the 1980's construction. Beginning at the existing culvert from under the present aircraft apron to a dogleg turn in the present stream which heads more southwest, the stream is in soils mapped as Baymeade. The next and longest downstream segment is mapped as Marvyn. The proposed activities stop at the approximate mapped soil boundary of the Pactolus series. The present location of the stream was excavated entirely in non -hydric soils in the 1980's during an earlier construction process. The remainder of the historic headwaters of the unnamed tributary are 1205 linear feet north across the existing concrete aircraft apron. The soils in that area are mapped as Goldsboro series. No impacts are currently proposed for that area. There is mowing and lawn maintenance in that vicinity to reduce bird use and potential hazards to aircraft (Figure 2). Evidence of Historic Alterations - The slopes to the present stream have extensive evidence of man alterations associated with the historic relocation. These include; concrete bags (Photos 3 &4), up to six rock check dams remaining from original relocation activities (Photos 1, 2, 6 &7), and concrete slurry in the stream bottom (Photo 9). Current Stream Quality - A few (less than 20) mosquitofish, Gambusia affinis, were observed in the lowest reach where deeper standing water was present. One turtle was observed in the same lower reach and was likely either, a cooter or slider species. Both the mosquitofish and turtle were in the more deeply excavated portion of the previously relocated stream (Photo 11). The greater portion of this habitat is downstream of the proposed culvert terminus. The attached photos of the proposed project area were e- mailed to Lawrence Cahoon, PhD., at UNC- Wilmington, Marine Science Department, requesting an opinion on the wax like sheen and the "rusty" accumulations on some of the aquatic vegetation along the bank. It must be pointed out that Dr. Cahoon is not an employee or under contract to Needham Environmental Inc. and his comments below are a courtesy to a former student and nothing more. "The brown fuzzy stuff is mostly iron bacteria, a group that includes Beggiatoa sp., among others. These are naturally occurring and tend to be very abundant where iron -rich groundwater percolates into surface waters. These "iron- bacteria" make a living by oxidizing reduced (ferrous) iron, which occurs in anoxic groundwater, into the ferric form, which is usually brown - orange. That oxidation provides energy for them. Many groundwaters are highly enriched in iron and so provide substrate for these bacteria. Groundwater is naturally anoxic." (Photo 7). "The "oily sheen" is plant degradation products that include oily and long -chain hydrocarbons that are essentially waxes - if you touch them they crinkle a bit. That's all natural stuff. Petroleum is a plant product, after all. This looks entirely natural to me. Petroleum pollution does not contain the waxy components - would seriously gum up your engines, etc. - and the sheen would be more highly dispersed, not stuck on debris." (Photo 8). Current Vegetation - The entire area of proposed impact in the immediate vicinity of the stream, including slopes, are maintained on a regular basis by Base Personnel to reduce the risk of bird strikes with aircraft. This involves mowing the slopes and hand cutting of any woody vegetation on the stream bank. The mowing is very close cut which makes plant identification difficult. Recently cut black willow, Salix nigra and sweet gum, Liquidambar styraciflua were seen during site inspection rooted into the remains of an old check dam (Photo 6). Along the bank are discontinuous culms of soft rush, Juncus effusus; swamp dock, Rumex vertillatus, scattered unidentified sedge, Carex sp. and dewberry, Rubus hipidus. All these species are common along roadside ditches in the coastal plain. The upland area where the new hanger will be constructed has a canopy of loblolly pine, Pinus taeda. Needham Environmental staff have not reviewed the upland pine forest and have only reviewed the proposed impact area of the stream. Outlet Culvert Area - There are four 60" culverts downstream, under the perimeter road. These have security wire to prevent unauthorized individuals from entering the base (Photo 12). The downstream end of the four culverts are presently equipped with screw type water control gates to restrict water and or spills from leaving the site. Immediately upstream of the outlet culverts is a previously installed oil skimmer boom to filter potential petroleum spills (Photo 13). The site bordered by a large drainage canal to the northwest and southeast, and a building to the southwest along Perimeter Street Further to the southeast is the CAIA apron. The site conditions are predominately wooded (recently clear cut) and turf areas adjacent to the existing aprons. Grading The proposed grading plan places the hanger at the highpoint and matches grades of the concrete airfield aprons to the northwest and southwest The general topography falls to the south and west of the proposed hangar location. The airfield concrete slopes 1.5% away from the hangar through the hanger access maintains grades within 0.5% to 1.5% for the extents of the new apron area. An exception occurs in areas in the southern comer and abutting the existing concrete apron to the northeast where slopes are in excess of 1.5% to match existing elevations. Extents outside of the concrete airfield apron fall away 0.5% to 5.0% to a distance of 100 feet before tying into existing ground. Grades do not exceed 10% with the exception of fore slopes to the drainage canals. Erosion and Sedimentation Control Erosion and sedimentation control measures will be designed in accordance with NCDENR Erosion and Sedimentation Control Planning and Design Manual. Measures include sift fence, temporary construction entrances, inlet protection, channelization ditches, diversion berms, sediment tubes, rock check dams, rolled erosion control products, and temporary skimmer sediment basins. Stor neater Management Stormwater management for the project was designed in accordance to NCDENR regulations and includes post development treatment to remove 90% Total Suspended Solids utilizing cast in place concrete sand filter vaults. Each sand filter is designed to treat a 1.5 inch rainfall event within a 3.5 to 5.0 acre basin. The sand filter design will allow for 75% storage of the 1.5 inch rainfall event Runoff in excess of the event will overflow into an internal rectangular weir structure within the sand filter and route through an enclosed system with outfall points to the existing canals. Existing stormwater patterns are predominantly generated by sheet flow from the existing concrete apron to perimeter drainage canals flowing to the southwest. The water shed is divided approximately at the half way point of the apron expansion with the northeastern half flowing northwest through a 60" culvert under the access to the existing overflow parking area to the large canal flowing north and then south through a 96" CMP arch structure under Perimeter Street The southwestern half is routed down a large oulfall canal and through 4-60" CMP outlet controlled culverts. Overall drainage connects to tributaries of New River and the Atlantic Ocean. Over all drainage patterns match existing, with the exception of reducing flow to the 60" and capturing flow across airfield pavement into an enclosed stormwater system for filtration treatment Stormwater flows in the airfield apron area are captured by airfield drop inlet structures with single or double aircraft rated grate structures (Neenah R -3475 EIF). Spacing and pipe saes are designed for a 2 year design storm in accordance to Interim Technical Guidance (ITG 02 -04), dated September 30, 2002. Each system comprises a drainage basin not to exceed 5 acres with direct discharge to a sand filter treatment device. Drainage adjacent to the hangar consists of 1.0% slope overtand flow across turf and pavement and captured in inlet structures and depressed drainage basins. Sheet flow from the northwest side is captured into a single inlet located at the outlet end of an existing 28" CMP ouHall structure for the existing hangar pavement areas. The area ties to the existing 60" CMP culvert structure and also handles overflow water from the AFFF system. The sheet flow area to the northeast of the hanger is captured into 178'x20' infiltration basin. Post development run -off matches pre-development conditions due to the removal of the overflow parking area. The sheet flow generated on the southwest side of the hangar is captured in the pavement expansion and will require a culverted extension of the existing 13'x8' CMP arch pipe and fill of the existing ditch and capture of sheet flow from the area adjacent the apron to the southwest. Culvert extension design proposes an 8'x8' reinforced concrete box culvert, or equivalent structure capable of carrying 700 cts of stomrwater at 0.3% slope. Sheet flow from the adjacent apron will be captured by a 24' wide trench drain and discharged through an enclosed system to a RCB junction box south of the project. Rainwater Harvesting System A rainwater harvesting (RWH) system will be incorporated into the project to source stomrwater volumes from the roof as the main water supply for the wash rack yard hydrants. The design incorporates connection to all down spouts through PVC rain leaders to drainage structures at the perimeter of the hangar. The captured rainwater discharges through a pretreatment to remove floatable trash and sediment, through a UV filter, and a micron filter before entering 4 -118 linear foot, 6' diameter SRPE tanks capable of storing 100,000 gallons. The tanks empty into a wet well housing a submersible pump rated at 40 gpm and 50' head. An enclosed RWH control system will be pad mounted exterior to the hangar. The control system will provide overall system controls, disinfection and filtration units, make -up water connection, water levellpressure sensors, and operation panel. A diverter valve is incorporated in the design that will operate via a flow switch at the wash rack to channel¢e flow to the gravity sewer. The structure will include heat elements to maintain winter operation. Sanitary Sewer System The anticipated sanitary sewage loading for this project is estimated to be 14,340 gallons per day. The domestic load is based on 204 personnel working at the hangar building times an estimated generation of 35 gallons per person per day in accordance with North Carolina regulations. The industrial load is based on using 1,200 gallons to wash one aircraft times sic aircraft per day. Based on the peak domestic load plus the average industrial load, the required pump station capacity is estimated to be 101 gallons per minute at 22 feet total dynamic head to maintain a flushing velocity of at least 3.5 feet per second. A gravity sanitary sewer collection system will consists of one leg beginning with the connection to the AFFF tank and hangar bay trench drains to the southeast, and the wash rack to the southwest. A second leg along northwest face of the hangar intercepts domestic wastewater laterals. Wastewater generation from the fire suppression system and wash rack will be handled through diversion vaults. End use water for hangar wash down and the wash rack will be channeled to the sanitary system through a 50 gpm oil water separator and into the lift station. The wash rack diverter vnll be open to the storm drain system and dosed through the use of sensors triggered upon pressure loss at the yard hydrant The AFFF diverter valve will remain open to the sanitary sewer systems unless the fire suppression system is activated. The sanitary lift station will include duplex 2 HP submersible pumps within a 5' diameter precast concrete wet well and valve vault. The sanitary lift station is located in the western comer of the site with connection to the existing sanitary system via an 813 linear foot 4" force main to the existing manhole AS0053 located in front of the existing hangar. The pumps will be operated by an automatic control system using operator to bypass the lift station should the pumps fail to operate. All alarms, monitoring and recording of the pump operations shall be transmitted to a location manned 24 hours a day. Environmental Permits Permits from the State of North Carolina will be required for Stormwater Management, Erosion and Sedimentation Control, Coastal Zone Management, 401 Water Quality Certification, Sanitary Sewer, and Water Supply. These permits will be obtained through various divisions within North Carolina Department of Environment and Natural Resources ( NCDENR). The 401 Water Quality Certification will also required coordination with the US Army Corps of Engineers. • 401 Water Quality Certification will be required for the apron extension portion of this project and will be coordinated through NCDENR Department of Water Quality and the US Army Corps of Engineers. • Stommvater Management and Erosion and Sedimentation Control Permitting and Coastal Zone Management permitting for this project will coordinated through the NCDENR Regional Office in Wilmington, NC to secure the necessary land disturbance and stormwater permits. To expedite the permitting process, the 'Express Review Process' will be pursued to reduce schedule impacts. • The sanitary pemtlt will be coordinated through the Division of Water Quality region office in Wilmington, North Carolina, and will be pursued through the fast track permitting process. • The water supply permit will be coordinated through the North Carolina Division of Water Resources, Public Supply Section and will be pursued through standard permitting processes. Low Impact Design (uD) The proposed project is unable to meet EISA 2007 requirements for water quantity with the limiting factor being a seasonal high water table four feet below grade, minimal open space within the site boundaries, and no open water allowed due to the dose proximity to the flight line and the potential of attracting waterfowl and other birds. Water quality treatment methods implemented include the use of sand fitters, vegetated swales, filtration basins, and filtration strips to achieve interception, infiltration, storage and evapotranspiration to the "Maximum Extent Technically Feasible." For the majority of the aircraft parking apron, stormwater run -off is captured in grate inlets and channeled to underground concrete sand filters capable of storing and treating the 1.5 inches of rainfall in accordance to the North Carolina Department of Environmental and Natural Resource (NCDENR) standards of practice. Six (includes future pavement expansion basin) sand filter water quality structures are proposed on the order of 168 feet in length and 30 feet wide, capable of storing 12,000 to 18,000 cubic feet of water and reduce nutrient loading and sediment discharge to waters of the state. Design is consistent with other systems found on base and meets NCDENR parameters. Discharge from the sandfitters is collected in an enclosed system and outfalls to manmade canals on the north side and south side of the site. Although not meeting post development storm water volumes, the sand filters and long vegetated canals facilitate in reducing water quantity via infiltration and evaporation. Other drainage sub - basins on the site include capture of all run-off from the hangar roof structure to a 100,000 gallon rainwater harvesting system to be used for an aircraft wash rack. Additional information is included below in the Rainwater Harvesting System Paragraph of the BOD. The areas to the northwest and the north east of the site are generally follow existing drainage patterns. Existing site conditions on the northwest side of the hanger include a 0.7 acre asphalt parking area, of which 0.2 acres are redeveloped to a turf surface. Post development run -off decreases, but is captured in a shallow infittration basin on the northwest side of the parking area. The drainage area to the northeast between the existing and proposed hangar generally includes sheet flow from the adjacent site with a slight increase in impervious associated with the access drive. Post development treatment generally includes capture in a shallow basin with channelization to a drop inlet to an enclosed system discharging to the northwest drainage canal. Although there is an increase in post development flow specific to the area analyzed, the contributing drainage basin has been reduced substantially. A majority of the sheet flow from the adjacent apron is now captured and treated in the sand fitter system opposed to the previous routing through the 60' culvert. Temporary Filistimpacts All temporary impacts to streams or wetlands within Phase I, must be installed with geotextile underneath them, and removed in their entirety upon completion of that portion of the project that the impact occurred. All temporary fill and culverts shall be removed and the impacted area returned to the original grade, including each stream's original cross sectional dimensions, planform pattern, and longitudinal bed and bed profile after construction is complete or within 2 months of the establishment of the crossing or the completion of the phase of the project the impact occurred, whichever is.sooner, and the various sites shall be stabilized with natural woody vegetation and restored to prevent erosion. If the temporary impacts/crossings are not completely removed and'restored as described above within the specified time above, additional written approval from this Office must be obtained to modify this condition. This site will need to be monitored quarterly for at least two years with photo documentation and any remediation that may be necessary. The monitoring may be extended tip to another 3 years, if the restoration sites have not adequately recovered. 13. Diffuse Flow All constructed stormwater conveyance outlets shall be designed and maintained as diffuse flow at non- erosive velocities if they are directed through the wetlands such that it will not re- concentrate before discharging. If this is not possible, it may be necessary to revise the stormwater plan to prevent this from occurring. This may require additional approval from this Office for wetlands and stormwater revisions. 14. Sewer Systems The project shall comply with 15A NCAC 2H .0219(i)(2)(G) and all other State, Federal and local sower system regulations. 15. NC DOT Sensitive Watershed Erosion and Sediment Control Practices Sediment and erosion control measures shall adhere to the design standards for sensitive watersheds [ 15A NCAC 4B .0124] throughout the life of this project.
