Dear Mr. Vinson:
On behalf of Solis Brightleaf Apartments LLC, Mid-Atlantic Associates, Inc. submits this letter in
response to a Notice of Violation (NOV-2020-MV-0012) dated February 5, 2020. In the NOV a
monitoring violation related to continuous flow recording was identified by DEQ during review of
the November 2019 Discharge Monitoring Report(DMR). Our response to address this condition
is as follows:
Condition: Flow meter readings for the effluent discharge were not entered into the November
2019 DMR for multiple dates.
Response: The groundwater treatment system is located at an apartment building. The
maintence staff at the apartment building has been trained to record daily flow meter readings.
Due to recording errors, data gaps exist for the dates identified in the NOV. We notified NCDEQ
when we became aware of the discrepancies. We are currently evaluating a modification for the
flowmeter which would allow us to remotely access automatically recorded flowmeter totals.
Please note that similar recording errors have occurred December and January.
