His "No Effect" call answers condition #18 (c) for Endangered Species of the Nationwide Permit #3. As per that condition you will need to submit the PCN. With Gary's call of "No Effect" there will be no special conditions added to a permit verification and NCDOT can begin work after the submittal. It's a big upsize, but the existing pipe is severely undersized. Drawings, maps, and photos attached. No trees will have to be cut down for this project. We have already been issued a GP by Coastal Management for the pipe replacement, but Kyle wants to run it through a PCN for the Nationwide Permit 3 due to Red -cockaded Woodpecker mitigation in the area. Before I request a concurrence letter, I wanted your thoughts on the project. Would this type of project be "no effect" or "may effect, not likely to effect"? Would a concurrence letter be necessary for the replacement of an existing culvert or could email correspondence suffice for Section 7? 1 was assuming there would be "no effect" for such a project, but I will go with your decision on that.
